Texas Becomes the World's Gas-to-AI Factory Floor

TCEQ just issued the largest air pollution permit in U.S. history to Pacifico Energy's 7.65 GW GW Ranch complex in Pecos County, authorizing 33 million tons per year of greenhouse gases. That single permit anchors a West Texas corridor that now includes Fermi America's 6 GW Project Matador and Chevron's planned 5 GW facility, part of nearly 58 GW of gas projects entering Texas development in 2025, with 40 GW designed to directly power datacenters. The scale has no parallel outside China, and it's landing on an ERCOT grid still racing to finalize its batch interconnection study framework by June 1. Five years after Uri proved the grid could break, the harder question is whether reserve margins hold as datacenter load stacks tens of gigawatts onto a system that hasn't yet peaked at 100 GW.

The compressed 14-week stakeholder process creates real execution risk: zero consensus on key design questions means fierce lobbying through April, and any procedural slip could jeopardize the August 1 effective date.

But specifics are thin: no Texas site locations, no MW figures, no permitting timelines, and Fluidstack is a relatively young infrastructure partner for builds of this scale. The gap between committed capital and construction milestones remains wide. Whether the ratepayer-protection pledge becomes an industry norm or a one-off competitive play is worth tracking closely.

Fort Worth Bets on Datacenter Supply Chain With Stellar Energy Incentives

Fort Worth City Council unanimously approved a 10-year tax abatement for Stellar Energy, a Florida-based manufacturer of datacenter cooling equipment considering a $79.5 million, 1,400-job plant at a 1.1 million-square-foot site in the AllianceTexas development. The deal is contingent on investment and job targets, with the city projecting payback by year six. Robert Allen, president and CEO of the Fort Worth Economic Development Partnership, framed it as part of a broader momentum story.

A cooling equipment plant in North Texas would strengthen the region's position as a supply chain hub for hyperscale buildout, but Stellar hasn't made its final site decision. If the plant doesn't materialize, the incentive structure offers a template other Texas cities will study.

Cooling Tech Evolution Could Ease Water Pressure, Eventually

A sponsored DCD broadcast flagged that Nvidia's Vera Rubin generation will push rack densities to 250 kW, up from 140 kW today. At those densities, air cooling is physically impossible; hybrid liquid-cooling is mandatory. The shift toward warmer liquid-cooling temperatures opens the door to dry coolers that reduce or eliminate evaporative water consumption. Separately, Datacenter Knowledge reported that cooling accounts for 30-40% of total datacenter electricity consumption, and that component-level PUE gains are plateauing.

The next efficiency wave depends on system-level design: free cooling, waste heat reuse, thermal storage. For Texas, where ambient temperatures fight against free cooling most of the year, behind-the-meter generation and thermal storage become critical levers. Water quiet today in terms of hard news, but the technology trajectory suggests cooling choices made now will define water demand for the next decade of Texas builds.
