Meta's $10 billion, 1 GW datacenter campus in Lebanon, Indiana has broken ground, ranking among the company's largest infrastructure builds ever and signaling that gigawatt-scale AI campuses are no longer theoretical. The project will generate 4,000 peak construction jobs and 300 permanent roles, joining a March deal wave that includes AMD's $100 billion supply agreement with Meta for up to 6 GW of AI capacity, Microsoft-Duke Energy power contracts covering 4.5 GW of committed generation, and Microsoft's 15-datacenter approval at the former Foxconn site in Wisconsin with $13 billion+ in taxable construction value. Meanwhile, a four-reactor SMR proposal from Dow and X-energy in Calhoun County, Texas hit a wall when the NRC's Atomic Safety and Licensing Board intervened on financial-qualification grounds, injecting fresh uncertainty into nuclear-backed datacenter timelines in the state.

Behind-the-meter generation has become primary infrastructure. Caterpillar locked in 2 GW of fast-response gas gensets for AIP's Monarch Compute Campus in West Virginia. INNIO Group booked its largest order ever: 2.3 GW across 92 power packs for VoltaGrid. Caterpillar separately committed 4 GW of total capacity to a Joule Capital Partners campus in Utah.

These are purpose-built power plants that bypass grid interconnection entirely, deploying in months rather than years. The GW Ranch project in West Texas takes this to its logical extreme: an 8,000-acre facility generating its own electricity from on-site gas and solar, consuming more power than all of Chicago while avoiding ERCOT interconnection queues altogether.

The Novva saga in Utah shows what happens when the grid can't keep pace. Rocky Mountain Power can't deliver full capacity until 2031, so Novva pivoted to diesel and gas generators, then sought a presidential Clean Air Act exemption from the Trump EPA. The request was rejected. Bottom line: operators choosing the shadow-grid path trade regulatory risk for speed, but turbine backlogs, air permits, and fuel logistics create their own bottlenecks. HARC's new report estimates Texas datacenters consume 8 billion gallons annually across 464 operating facilities and 70+ under development, but the real finding is what we don't know. Most facilities operate under NDAs with host communities, leaving local planners blind to water demands before shovels hit dirt. On-site cooling growth is decelerating as operators adopt closed-loop and chip-level liquid cooling.

The PUCT plans a spring survey to quantify datacenter water usage. The Data Center Coalition contested HARC's projections as speculative, arguing 83% of datacenters use equal or less water than large commercial office buildings. Bottom line: the PUCT survey is now the critical gatekeeping moment. If operators cite confidentiality and provide vague responses, Texas still lacks statutory authority to compel detailed reporting, leaving water planning fragmented across 254 counties.

Michigan became the latest state where bipartisan legislators introduced moratorium bills, with State Rep. Jennifer Wortz (R-Quincy) filing three House bills to freeze datacenter permitting through April 1, 2027. Gov. Gretchen Whitmer's office called such legislation "an automatic non-starter," and House Speaker Matt Hall (R-Richland Township) hasn't signaled support. The bills are unlikely to advance, but they reflect real pressure: Oracle and OpenAI's $7 billion Saline Township project has already drawn opposition from Michigan AG Dana Nessel, a township rezoning denial, and a developer lawsuit.

In Birmingham, Alabama, Nebius's 300 MW AI factory hit a zoning wall. Nebius has already begun site clearing, but the three-week delay and unresolved questions about power sourcing and water consumption create real timeline risk.

The power arrangement collapsed after corporate restructuring, leaving a multibillion-dollar dispute. Bottom line: community opposition, rate-transparency fights, and counterparty risk in power procurement are converging into a pattern that will slow projects everywhere. Developers who don't invest in community engagement and transparent power sourcing upfront are building on sand.

The SPEED Act, the most significant NEPA overhaul in decades, has been frozen in the Senate for over two months. The cause is self-inflicted: the Trump administration's anti-wind executive orders made the bill's own permit-protection provisions politically toxic. Senate Democrats won't advance permitting reform while the administration ignores court orders on offshore wind.

The irony is brutal for oil and gas. The SPEED Act would cut litigation filing deadlines from six years to 150 days, bar presidents from rescinding approved permits without a court order, and restrict courts to remanding projects rather than halting them.
