Texas Captures 30% of AI Power Demand Before the Rules Are Written

Bloom Energy's 2026 report projects Texas capturing nearly 30% of national datacenter demand by 2028, with ERCOT's own datacenter forecast jumping from 29 GW to 77 GW in a single planning cycle. The developers who lock in power, permits, and sites before Senate gas probes, community opposition in Fort Worth and Brazoria County, and state moratoriums elsewhere harden into precedent will define the next decade of AI infrastructure.

Gas Turbines Win the Speed Race as Hyperscalers Abandon Long-Term Sequencing

Senate Democrats launched a formal probe Friday into Meta, OpenAI, xAI, and five other companies over their rush to gas-fired datacenter power. The numbers explain the urgency: approximately 252 GW of gas generation was under development in the U.S. in 2025, nearly triple the prior year, with one-third destined for behind-the-meter datacenter use. AlphaSense's 2026 Energy & Industrials Outlook, according to a POWER Magazine discussion, describes large-frame gas turbine lead times stretching to 2027-2028, pushing developers toward aeroderivative turbines and smaller 10-15 MW engine blocks that allow phased campus scaling.

The Senate letters target 12 specific projects, including Meta's $1.6 billion, 400 MW behind-the-meter gas plant in New Albany, Ohio, and Fermi America's plans (backed by former Energy Secretary Rick Perry) for the country's largest combined-cycle gas projects at a Texas AI datacenter campus. xAI's Memphis Colossus facility received approval Tuesday to install 41 additional turbines despite air quality complaints; the Southern Environmental Law Center says the permit likely underestimates pollution.

Texas projects face the sharpest political crossfire. OpenAI's Project Stargate with Oracle and SoftBank includes gas generation in Texas, and Meta's 366 MW utility gas plant in El Paso adds to the state's exposure. If Senate findings give environmental groups ammunition for air quality challenges, behind-the-meter gas strategies could face permitting delays precisely when speed-to-power matters most.

Texas Datacenters Build Their Own Grid with 1 GW Google-TotalEnergies Deal

Hyperscalers aren't waiting for utility interconnection. TotalEnergies signed two 15-year solar PPAs with Google in February 2026 totaling 1 GW: 805 MW at Wichita and 195 MW at Mustang Creek, both west of Dallas. Alphabet's $4.75 billion acquisition of Intersect Power in December 2025 signals the next step: owning physical power delivery outright rather than relying on virtual PPAs.

The economics are tightening. Solar PPA prices rose nearly 9% year-over-year, and PPA volumes dropped 22% in 2025 as tax credit uncertainty shrank the bankable project pool. On ERCOT, wind prices jumped 19% due to capacity premiums near datacenters. Pexapark data shows developers now hold leverage in a seller-led market.

Bottom line: self-generation solves the interconnection queue problem but creates a parallel grid that regulators haven't priced or governed. Will utilities lose revenue and maintenance funding as datacenters self-generate? That question will land at the PUCT before long.

Texas Communities Push Back, from Fort Worth to Brazoria County

Two Texas datacenter fights crystallize the permitting challenge. In Fort Worth, Black Mountain Energy's $10 billion project hit its third zoning delay on March 10. Fort Worth City Council member Chris Nettles demanded clarity on infrastructure impacts before approving an additional 80 acres. CEO Rhett Bennett told a March 12 town hall the facility will draw 100% grid power, but wouldn't quantify water consumption beyond describing a "closed-loop circuit." The next gate: April 8 zoning commission hearing, then a May 12 council vote.

Sixty-five miles southwest of Houston, Brazoria County commissioners unanimously rejected four 10-year, 100% property tax abatements for Nightpeak Energy's $3.5 billion Old Ocean campus: two 310 MW datacenters paired with two 310 MW natural gas plants on 158 acres. Brazoria County Judge Matt Sebesta was blunt: "They're probably going to do this project... and we can't do a damn thing about it." The rejection is symbolic, not regulatory. Nightpeak can proceed without county incentives; the real choke points are interconnection queue status, TCEQ air quality permits, and water rights applications.

The pattern is clear: Texas communities are finding their voice, but counties lack the legal tools to block projects outright. Watch whether Fort Worth's repeated delays signal a template for extracting design concessions, or whether they simply push developers to less populated jurisdictions.

States Fragment on Datacenter Regulation, from Moratoriums to Off-Grid Carve-Outs

Vermont's proposed Sustainable Data Centers Act (H.727) would impose identical requirements on all facilities above 20 MW with no technology exemptions, even for water-free cooling. Maine's LD 307 pauses construction above 20 MW through July 2028 but includes environmental performance waivers. New Hampshire went the opposite direction: Governor Kelly Ayotte signed HB 672 in August 2025 creating a legal category for "off-grid electricity providers" that bypass Public Utilities Commission regulation entirely.

Pennsylvania's 53 active proposals are generating their own backlash. Spotlight PA reports potential state tax revenue losses of $2 billion and an 800% increase in PJM power costs. A Republican state house candidate has called for a temporary statewide moratorium.

For Texas operators, the fragmentation is a competitive advantage if the state maintains regulatory predictability. Every moratorium elsewhere pushes capacity-hungry hyperscalers toward power-friendly jurisdictions. The risk: Texas's own community opposition momentum could erode that advantage if local fights multiply without a coherent state framework.
