West Texas Becomes the AI Corridor While the Rest of America Waits
West Texas has absorbed Microsoft, Meta, Stargate, and Stream into a 5 GW AI corridor while $64 billion in projects stalled elsewhere for want of power and permits. It's the PUCT's new large-load rules and the region's aquifer limits that'll determine whether that lead holds.

The capital flowing into the region reflects brutal constraints everywhere else: $64 billion in U.S. datacenter projects have been delayed or canceled since 2023 due to power shortages and permitting bottlenecks, per Colliers. Developers who can secure power, manage water, and engage communities in West Texas are capturing market share that other regions simply cannot absorb.
Power
Gas generation becomes the default path to gigawatt speed.
The pattern repeats across every major Texas announcement. Stream and New Era's Ector County campus plans 450 MW of behind-the-meter gas generation through Thunderhead Energy Solutions and Mawgan Capital. Fermi America's Project Matador near Amarillo envisions an 11 GW private grid combining gas, nuclear, solar, and battery. Gas solves the speed problem, but developers face carbon-footprint scrutiny and potential regulatory tightening. West Virginia's permissive model will attract imitators; whether ERCOT's framework stays competitive depends on how the PUCT implements its new large-load rules.

PUCT rulemaking and community engagement become competitive advantages.
Community opposition is sharpening nationally. Pennsylvania, with $100 billion in announced datacenter investment, faces bipartisan voter resistance at the municipal level, per a Quinnipiac survey. In Texas, the contrast is instructive. Meta's El Paso playbook, pledging 200% water restoration, full cost responsibility for energy, and $500,000 in local workforce grants, secured early stakeholder buy-in. Viridien's small-scale Brenham HPC Hub deployed zero-water cooling and committed to fund all transmission upgrades, containing opposition at a single council meeting. Developers who front-load benefit-sharing and cost-responsibility will move faster than those who rely on state-level enthusiasm alone. The risk: communities that feel bypassed will use local zoning authority to block projects regardless of state incentives.
Water
Cooling technology separates winners from losers.
The gap between technology leaders and laggards will widen. Prometheus Hyperscale claims proprietary geothermal cooling with zero water consumption at its Wyoming projects. These claims need operational validation, but the direction is clear: water-free or water-minimal cooling is becoming table stakes for permitting in arid regions. Developers relying on evaporative systems face community opposition that compounds permitting delays. The risk for West Texas specifically is cumulative: individual projects may manage water responsibly, but 5-plus GW of concentrated capacity will test regional aquifer and municipal supply limits that no single developer controls.
