Oracle Skips the Gas Turbines: 2.45 GW of Fuel Cells at Project Jupiter

Oracle's $165 billion Project Jupiter is replacing planned gas turbines with 2.45 GW of Bloom fuel cells on a closed-loop, non-evaporative campus, dropping NOx roughly 92% and removing the two variables (air permits, water draw) that stall hyperscale builds. Self-supplied generation just became the base case for institutional capital, and developers still modeling grid interconnection as Plan A are pricing in delays their competitors are engineering out.

Oracle's $165 billion Project Jupiter in Doña Ana County, New Mexico is swapping planned gas turbines and diesel for up to 2.45 GW of Bloom Energy fuel cells on a single Oracle-funded microgrid. The swap drops NOx roughly 92% versus the original design and runs closed-loop cooling at negligible water draw, removing the two variables (air permitting friction, water stress) that stall large campuses outside ERCOT.

The signal for Texas: self-supplied generation is no longer a hedge, it's the path to production. Developers still modeling grid interconnection as the base case are pricing in delays competitors are engineering out.

Behind-the-meter is now the base case, not the backup plan

Project Jupiter's fuel cell pivot, Core Scientific's 1.5 GW Pecos campus with contracted utility power plus behind-the-meter generation, and Meta's 1 GW capacity reservation with Overview Energy for 2030 orbital solar all point one direction. Sightline Climate data presented at Data Center World shows half of planned 2026 go-lives are delayed globally. NEMA's Debra Phillips confirmed the pivot: developers are building their own generation on site, often natural gas. Oracle's Michigan deal closes the loop on what disciplined sequencing looks like, DTE committed 100% of the 1 GW campus power before the $14 billion bond sale priced, with Pimco taking $10 billion at a 7.5% coupon to 2045.

Risk: Power-first sequencing is now table stakes for institutional capital. Developers who approach equity before locking generation will find the check smaller and the coupon higher, if the deal prices at all.

Texas gas infrastructure tightens as the Permian-to-coast race accelerates

Kinder Morgan's $505 million acquisition of Monument Pipeline from ARM Energy targets Houston-area routing for Permian gas headed to LNG terminals, power generation, and petrochemicals. KMI itself has flagged that spare capacity shortfalls could prevent the market from absorbing surging Permian output. Behind-the-meter gas only works if molecules can reach the meter.

Risk: Site-selection in West Texas now requires verifying actual pipeline spare capacity, not just contractual right-of-way. The bottleneck is moving from production to last-mile delivery.

Water

Reuse infrastructure becomes a site-selection variable

Veolia and Amazon are deploying a containerized reclaimed water system at an AWS Mississippi facility expected online in 2027, reusing 83+ million gallons annually of effluent from nearby municipal wastewater plants. Oracle's Project Jupiter goes the other direction with closed-loop, non-evaporative cooling. Both eliminate groundwater draw as a permitting and political variable.

Risk: Counties with underutilized municipal treatment capacity become more competitive than counties with cheap groundwater. Developers still modeling aquifer draw as the cooling base case are picking fights they don't need to pick.
