Kiewit Books 5.4 GW for NRG as Gas Turbine Slots Vanish Through 2029

NRG's 5.4 GW Kiewit lock-up signals that gas turbine slots, transformer lead times, and water rights are now sequenced commitments, not procurement line items, with combined-cycle costs up 66% to $2,157/kW since 2023. Developers who secure tenant, power, and water in the right order will build; those raising capital on promise, like Fermi America's $750 million with no anchor locked, won't.

The sequencing crisis is now the defining variable in datacenter development. NRG has sourced 5.4 GW of gas turbines and locked Kiewit for construction because planning horizons collapsed from a decade to 12-18 months, while GE Vernova's 80 GW gas turbine backlog stretches into 2029 and combined-cycle capacity costs jumped 66% to $2,157/kW since 2023.

Developers who secure tenant, power, and water in the right order will build. Those who raise capital on promise, as Fermi America did with nearly $750 million and no anchor tenant locked, won't.

Power

Self-supply moves from resilience play to baseload strategy

Oracle's Project Jupiter in Doña Ana County abandoned gas turbines and diesel entirely for a Bloom Energy fuel-cell microgrid sized up to 2.45 GW, with 1.2 GW already contracted. A 350 MW datacenter outside El Paso is running on roughly 800 small generators because larger units weren't available in the construction window. In Europe, behind-the-meter biomethane is filling the gap on multi-year grid queues through phased 10 MW blocks.

The pattern is consistent: at gigawatt density, grid queues become deal-killers, and self-supplied power moves from optional to architectural. Risk: developers still treating on-site generation as backup rather than baseload will lose tenant pitches to those who've already engineered around the queue.

Water

Closed-loop wins the headline, shifts the burden upstream

Temple Mayor Timothy Davis quantified the local case in a letter to residents: closed-loop cooling charges roughly 2 million gallons that recirculate for 10-12 years, with daily domestic use capped at 4,000 gallons, less than a sit-down restaurant. Meta's Lebanon, Indiana campus cuts fresh water consumption by roughly 70% versus evaporative towers. But Keith Cherkauer at the Indiana Water Resources Research Center flagged the trade: dry coolers consume far more electricity, and Indiana Kentucky Electric Corp. alone withdrew 433 billion gallons of surface water in 2021 to cool generation assets.

Texas datacenters consumed 25 billion gallons in 2025, projected to hit 161 billion by 2030, with 30+ projects in development across Bexar, Comal, Hays, Travis, Caldwell, and Williamson counties. Risk: developers quoting only on-site water draw without accounting for embedded water in their power procurement will face sharper scrutiny from county commissioners watching agricultural users lose ground.

Politics

Cost allocation is the next regulatory battleground

Michigan's Court of Appeals is now hearing challenges to the DTE-Oracle power agreement that anchored Related Digital's $16 billion Ann Arbor financing from Blackstone and PIMCO. The Michigan Public Service Commission's December 2025 approval was conditioned on no cost shift to other ratepayers; the appeal tests whether that holds. In Texas, SB6 implementation rulemaking sits at the Public Utility Commission as Project No. 58317, and Energy Capital's roundtable with Matt Boms and Dr. Joshua Rhodes flagged that transformers and substations now cost multiples of prior prices, amplifying the risk that all ratepayers absorb upgrades sized for a handful of customers.

Temple's Davis is running the playbook well: separate what cities control from what ERCOT and Oncor control, quantify revenue ($7M annually rising to $12M after abatement), and refuse the zero-sum frame. Risk: developers who don't engage the cost-allocation rulemaking now will inherit whatever cost-shift framework gets locked in, and those terms bind for decades.
