Trump Districts Hold 59% of Texas Datacenters. The 2027 Session Just Got Interesting.

Local opposition delayed $64 billion in datacenter projects across 24 states last year, and Texas just handed the industry a structural advantage: 82 of 139 in-state campuses sit in Republican districts whose representatives will write the next round of rules. The developers who pair that political geography with locked transformers, water offsets, and front-loaded community engagement will own the 2027 session.

Texas Republicans head into 2026 with 82 of 139 planned or under-construction data centers sitting in Trump-voting House districts, per the Texas Tribune, and the political math is starting to bite. House Speaker Dustin Burrows and Lt. Gov. Dan Patrick have both flagged data center policy as a session priority, with Patrick directing scrutiny of the $3.2 billion sales tax exemption.

The lead matters because the legislative posture toward hyperscale buildout is no longer settled. Developers who can credibly answer rural water and power concerns will shape the rules. The ones who can't will get rules written around them.

Politics

Community engagement is now a sequencing decision, not a PR afterthought.

Between March 2024 and March 2025, local groups blocked or delayed $64 billion in data center projects across 24 states, per Data Center Watch. Grayslake, Illinois shows the failure mode: T5's 1.2 GW campus moved through approvals on a 2009 zoning entitlement, residents learned after the fact, and the Lake County Data Center Opposition Coalition is now hardening against a project already mass-grading 135 acres. Bloomington saw 23 of 24 public speakers oppose hyperscale recruitment Wednesday. Project Jupiter's $165 billion Santa Teresa build, which surfaced from a closed Doña Ana County commission meeting, just pivoted from gas plants to fuel cells, a 30% emissions cut Oracle announced reactively rather than proactively.

Risk: developers who lock entitlements before community engagement inherit opposition that compounds through construction. Front-loading water offsets, generation sourcing, and benefit-sharing is cheaper than the reactive pivot.

Power

Behind-the-meter is becoming the Texas default, and the contracting stack is forming around it.

Hut 8 commercialized the first phase of Beacon Point in Nueces County with a 15-year, 352 MW IT lease worth $9.8 billion base-term, anchored by an interconnection agreement for 1,000 MW of utility capacity with AEP, energization expected Q1 2027. Hut 8 also redesigned the first hall from 224 MW to 352 MW, a 57% density increase in the same footprint, as NVIDIA's DSX architecture matured. Meanwhile, DG Matrix and Satterfield & Pontikes locked in priority access to Interport solid-state transformers, cutting 6 to 9 months off first-power dates against conventional transformers carrying two-to-three-year lead times. Texas SB6, signed June 2025, imposes interconnection cost-sharing, curtailment, and remote-disconnect obligations on any load 75 MW or above energized after December 31, 2025. In Pennsylvania's northern tier, UGI is investing $100 million-plus in dedicated pipeline for Prime Data Centers, with gas demand projected above 100,000 dekatherms per day.

Risk: the developers still waiting on transformer deliveries and queue position will lose anchor tenants to operators who already secured generation, hardware, and density flexibility.

Water

Cooling architecture is moving up the site-selection stack.

Texas datacenter water consumption is projected at 49 billion gallons in 2025, scaling to 399 billion gallons by 2030, per Houston Advanced Research Center and University of Houston research. National consumption rises from 17.4 billion gallons in 2023 to 38-73 billion by 2028. Enaxiom closed a $1.8 million seed round for closed-loop heat-rejection cooling using non-potable and wastewater sources, with a 40kW pilot validated. Prometheus Hyperscale's 1.5 GW Wyoming campus is leading with closed-loop water-glycol cooling as competitive positioning, though Wyoming Outdoor Council is already pressing for initial drawdown disclosure.

Risk: in Permian and Panhandle siting, water permits will gate timelines that power once gated. Developers who specify non-potable sourcing and offset agreements early will access acreage competitors can't underwrite.
