Denmark Rations the Queue. Texas Developers With Land, Water, and Power Move First.

Denmark just rationed grid access as Nordic queues buckled, and the developers winning Texas right now are the ones who showed up with land, water, and power already lined up. Capital, cooling allocation, and zoning standards are all rewarding preparation; the projects still solving hydrology and interconnection in parallel are losing the window.

Denmark's Energinet just abandoned first-come, first-served grid queuing for large loads, replacing chronological queues with collective "pools" that weight permitting maturity and grid-friendliness. It's the clearest preview yet of where ERCOT's 300+ GW interconnection backlog is heading if transmission build doesn't catch demand.

The Texas read: developers who front-load land control, water offsets, and generation procurement before queue position will survive the triage. Those banking on queue mechanics alone won't.

Power

Distributed generation eats the queue while capital chases prepared sites

The grid isn't slow. It's full. Enverus pegs distributed and modular power systems deploying two to three times faster than large gas turbine infrastructure, with equipment manufacturer backlogs exceeding 125 GW. Olenox Industries closed its $30M acquisition of CS Digital Ventures to build sub-$0.02/kWh off-grid gas-powered campuses in Texas, anchored by 35 MW of installed capacity. Iren signed $1.6B with Dell for air-cooled Blackwell systems staging at Childress, feeding a $3.4B five-year Nvidia contract and a 5 GW global pipeline.

Capital is rewarding readiness. Rowan closed $3B for its 300 MW Temple campus (Blackstone and Quinbrook-backed, 2027 in-service). Edged stacked $2B year-to-date including a $1.3B Senior Secured Notes offering. The risk: capital discipline doesn't override interconnection physics or water hydrology, and Rowan's 2027 date in Bell County is the validation test.

Water

Cooling becomes the upstream constraint, waterless designs become the differentiator

Modine's $4B Airedale cooling deal through 2029, with a $165M upfront payment funding factory expansion, signals that thermal management has moved from facility purchase to industrial capacity allocation. Schneider Electric's $1.9B Switch deal reinforces the pattern. Meanwhile, Boom Supersonic's "Superpower" 42 MW gas turbine in a 40-foot container runs without water cooling, and the company says Texas and North Carolina are courting it as Denver and Jefferson County imposed datacenter moratoriums in May.

EdgeConneX's $1.4B combined Bastrop County investment hasn't disclosed cooling approach, the unstated variable in central Texas. Edged's 186-acre west Fort Worth campus is explicitly waterless. The risk: developers who lock cooling allocation and waterless design before submitting permits will outpace those still solving hydrology in parallel.

Out-of-state restrictions accumulate, Texas cities sharpen standards without moratoriums

Pennsylvania Governor Shapiro's GRID Standards condition state tax breaks on sustainability and transparency, with Republican legislators offering municipalities an 18-month moratorium option. Denver and Jefferson County imposed temporary moratoriums in May. Trellis cites 188 organized opposition groups across 40 states and $18B in blocked projects since mid-2024.

Fort Worth is taking the harder path: council member Michael Crain requested a staff presentation Tuesday on zoning, resource use, and subsidies, explicitly rejecting moratorium as the tool, despite 817 Gather's 14,432-signature petition and Tarrant County's existing one-year pause in unincorporated areas. Bastrop County keeps welcoming campuses because Bastrop ISD captures roughly $100M over ten years from EdgeConneX alone. The risk: developers who articulate water offsets, waterless cooling, and benefit-sharing get standards they can work with. Those who don't get moratoriums imported from elsewhere.
