Chevron Bets $7B That Off-Grid Gas Is the Faster Path to Market

Chevron's $7B Project Kilby skips the grid entirely, 2.67 GW of self-supplied gas powering Microsoft AI before an interconnection queue could ever clear. Grid bypass is now its own category, and the PUCT's read on off-grid generation decides whether Texas captures the developers routing capital around the wait.

Microsoft and Chevron just gave behind-the-meter its biggest proof point yet. Project Kilby, a 20-year, 2.67 GW power purchase agreement, co-locates a $7 billion natural gas plant directly at a proposed Microsoft AI campus in Reeves County, bypassing ERCOT entirely. Microsoft gets 99.999% baseload uptime; Chevron turns stranded Permian gas, the kind that trades negative at the Waha Hub, into two decades of fixed revenue from a creditworthy counterparty.

The structure answers a question every developer is asking: how do you escape an interconnection queue past 300 GW? You don't wait in it. Chevron's Energy Forge One LLC builds and operates, with Engine No. 1's Joulent LLC holding a 50% co-funding option, GE Vernova and Caterpillar's Solar Turbines supplying hardware, and a path to 5 GW by the 2030s. The open risk is regulatory: whether ERCOT, the PUCT, or Texas legislators concerned about load visibility take a harder look at off-grid load this large.

Power

The grid bypass is now a category, not a one-off.

Project Kilby isn't alone. Sunrun, Tesla, and Renew Home committed over 16 GW of distributed capacity to hyperscalers and utilities, with 300+ MW ready now in Virginia's Data Center Alley. Globally, about a third of 252 GW of gas-fired power in development is earmarked for data centers, and the U.S. tripled planned gas capacity in 2025. Goldman Sachs projects U.S. data center demand at 41 GW in 2026 and 66 GW in 2027; at least 75 projects worth $130 billion stalled in Q1 2026 on electricity constraints alone.

The grid's full, not slow, and capital is routing around it through gas, distributed fleets, and even early fusion (Commonwealth Fusion filed its first PJM interconnection request, targeting early 2030s with Google as anchor). The risk cuts both ways: developers who lock generation before site selection move; those chasing power after permits clear inherit the queue.

Water

Texas opacity is the legitimacy problem, and the fix is already on the shelf.

The Texas Water Development Board surveyed 341 operating data centers and got responses from just 57, a 17% rate that Rep. Cody Harris flagged to the House Committee on Natural Resources, floating an AG investigation. A June UT/Texas Politics Project poll found 56% of voters oppose data centers locally, rising to 62% in rural counties. The Texas Tribune counts at least 248 planned projects. Silence is feeding that opposition.

The engineering answer is arriving fast: Nvidia's closed-loop Rubin cooling could cut cooling water from roughly 2.6 million gallons per MW per year toward near zero in cool climates, and toward 1% in warmer regions. Context matters too: U.S. crop production consumed 183 trillion gallons in 2019 against 228 billion for all data centers in 2023. Developers who report water sourcing now and spec near-zero cooling defang the strongest opposition argument. The ones waiting for forced disclosure will get the AG's attention instead.

Politics

Other states are fracturing on policy. Texas chose clarity.

Colorado killed two opposing data center bills in its 2026 session, leaving municipalities to write their own rules. New York passed a one-year moratorium. Pennsylvania's House advanced municipal six-month pause authority and tax-credit conditions. Nationally, a report documents $18 billion in blocked projects and twice that slowed. Polling undercuts the loudest claims: only 12% of opponents cite job loss and 4% fear AI takeover.

Texas's edge is predictable state-level rules under ERCOT and the PUCT, but that edge is conditional. If a legislative stalemate hits here, 254 counties start writing their own standards. Smart developers do the upfront work, water offsets, grid studies, benefit-sharing, and participate in rulemaking before the rules harden against them.
