Tranche Power Gates Blackstone's Three AI Factory Campuses

Nvidia locks Lancium's 4 GW Texas sites to tranche power for Blackstone's three AI factory campuses as Cass County's moratorium and Austin's Thursday vote raise the cost of thin community work. Developers who don't lock self-supplied power, water offsets, and contested Need insurance before Thursday inherit rules written without them.

Lancium locked a strategic partnership with Nvidia to put the chipmaker’s AI factory stack and power-management systems across its Texas campuses, with Nvidia taking an undisclosed strategic stake in the Blackstone-backed developer. The operative Texas map is concrete: a 1.2 GW Clean Campus in Abilene (Crusoe capacity tied to Stargate), a 1 GW Childress County campus with Crusoe, and a Hall County site near Turkey where QTS will design, build, and operate on a path expected to draw more than $10 billion.

Lancium cites 4 GW under lease and more than 15 GW of powered land in development; those are different certainty levels. Interconnection path status, studied infrastructure, energization timing by tranche, and committed customer demand decide what actually loads, so treat the leased figure as the firmer baseline until tranche-level agreements surface.

NATIONAL CONTEXT

Out-of-state policy is raising the cost of thin community work and ratepayer-blind load.

Cass County, Nebraska approved a 12-month moratorium after Tenaska plans to option 1,300-plus acres along Highway 75 with a gas plant plan; CyrusOne holds nearly 400 acres nearby with no announced project yet. Maryland’s map hardened further: Harford County imposed an outright ban, Prince George’s and Montgomery locked pauses over a year, Baltimore County is frozen, and Amazon’s Calvert County pitch was scrapped this month. Illinois power prices have climbed nearly 50% in two years as MISO projects data centers at one-fifth of regional electricity by 2030 and one-fourth by 2040.

Georgia’s Chamber is standing up a Digital Infrastructure Alliance in September against opposition an Annenberg survey put at 61% nationally this summer. New York’s year-long hyperscale pause and tighter power and water rules in Michigan, Oregon, and Minnesota over the last 18 months sit in the same caution set. Capital still prices Texas speed-to-energize; the national pattern is denser local vetting, water disclosure, and dedicated supply before groundbreaking.

Landowner Filing Contests 765 kV Need Standard

Meredith McCall, speaking for Little McMountain Ranch LLC and Walter McCullough, filed oral argument August 25 in PUCT Control No. 58317 challenging Need for dockets 59315 and 59029, Oncor Electric Delivery’s 765 kV lines aimed at large load and oil and gas. She argues Oncor leans on ERCOT’s Permian Basin Reliability Plan without ERCOT as a SOAH party, blocking cross-examination of the core study, and she puts uncompensated property-value exposure above $10 billion if both projects proceed.

Industry voices already warn that stalled West Texas transmission leaves congestion, price risk, and blackout exposure on the table while queue clarity stays soft. Bottom line: if your energization path rides these corridors, price contested Need and hold self-supplied or behind-the-meter options as schedule insurance while 59315 and 59029 run.

Generation Water Dwarfs On-Site Cooling

Meta’s 2024 sustainability report put power-plant water tied to datacenter load at more than 20-to-1 versus on-site cooling; Ceres modeled 3.4 trillion gallons of freshwater for electricity across seven states that host about half of U.S. centers, including Texas, with a 2030 band of 4 to 8 trillion. Lawrence Berkeley, on 2023 data, pegged direct datacenter use near 17 billion gallons against an indirect footprint roughly 12 times larger, and behind-the-meter gas adds another layer outside utility tallies.

Two-thirds of the plants in the Ceres set sit in medium-high to extremely high stress zones, so fuel mix at interconnection now drives siting risk as much as tower design. Bottom line: document generation-side water and offsets before the permit fight, or inherit disclosure rules written without your load model.

Austin Votes Preemptive High-Impact Rules

Austin City Council is scheduled to vote Thursday on a resolution that would create new authority over high-impact data centers before any hyperscale campus sits inside city limits. Austin City Council Member Ryan Alter wants rules in place so the city can say no when water or power strain isn’t proven; Austin City Council Member Vanessa Fuentes would back a construction moratorium while standards are written.

Austin Energy now serves about 10 smaller sites at 1 to 20 MW each; staff want a high-impact definition, extra review on water, noise, heat, and lighting, and an economic-development policy that rejects datacenter incentives. A state-administered survey on water use, sources, electricity, and cooling drew minimal operator response, the same transparency gap UT Austin environmental engineering professor Navid Saleh flags. Bottom line: put load, water, and cooling numbers into Austin’s draft now, or take a review process built without them.

Microsoft Grows Dedicated Supply Beside Load

Microsoft and Qcells expanded a build-beside-load stack that began at 2.5 GW of solar modules, scaled to 12 GW plus EPC on an eight-year contract, and is now testing virtual power plants with residential and commercial batteries aimed at income-qualified households. Microsoft also told FERC this week that its Wisconsin expansion agreements carry “significant deficiencies” on cost-of-service and open access, a direct push to keep expansion cost off utility customers.

Project cancellations jumped to 25 in 2025 from six in 2024 as more than 500 groups pressed Congress for a national pause. Bottom line: sites still queuing load without dedicated supply and ratepayer isolation are betting the local vote stays soft longer than the calendar allows.

Cross-Party Local Pushback Raises the Benefit Floor

Opposition keeps cutting across party lines on farmland conversion, water security, noise, and bills, from Nebraska’s Cass County fight to New Mexico’s Project Jupiter well challenges and Georgia’s gubernatorial pause talk. Virginia still shows the revenue split: Loudoun funds 38% of its general budget from datacenter equipment tax while the state forgoes about $1.6B a year in sales-tax exemptions and recovers only 48 cents on the dollar, and deal-term silence leaves thinner counties negotiating blind with 140-plus projects still planned nationwide.

Fort Worth’s NVIDIA AI Factory start and other first-generation local deals are writing terms in isolation while that expertise stays bottled up. Bottom line: move water offsets, benefit agreements, and county engagement into site selection before land is optioned, not after opposition locks a moratorium clock.
