Texas Adds 58 GW of Gas in One Year. The Grid May Be the Last to Know.

Behind-the-meter power isn't a workaround anymore; it's becoming the default. Meta's 813 modular gas generators in El Paso, Pacifico Energy's 7.65 GW complex in Pecos County, Chevron's 5 GW West Texas plant: hyperscalers aren't waiting for grid interconnection, and ERCOT can't forecast load it can't see. That's the real risk buried in Texas's 58 GW gas buildout this year, roughly 40 GW of it dedicated to data centers. As the White House floats a voluntary compact on cost allocation and South Carolina debates whether to regulate siting through a new commission, Texas's light-touch approach is pulling investment at a pace that's outrunning the infrastructure meant to support it.

Texas Gas Buildout Reaches Unprecedented Scale

Texas's gas power pipeline grew by nearly 58 GW of capacity during 2025 alone, per Global Energy Monitor data, with roughly 40 GW designated to directly power data centers. Pacifico Energy's GW Ranch in Pecos County secured the largest air pollution permit ever issued in the U.S. for a 7.65 GW gas and data center complex, authorized to emit up to 33 million tons per year of greenhouse gases. Fermi America's Project Matador near Amarillo is permitted for 6 GW; Chevron announced its first-ever power plant at up to 5 GW for AI workloads in West Texas. TCEQ is processing permits for gas projects up to 500 MW within a month, a velocity that raises questions about whether adequate review is occurring.

Meta's El Paso behind-the-meter approach and Oracle/OpenAI's Stargate facility in Abilene fit the same pattern: operators are building their own power because they can't wait for grid interconnection. Soluna CEO John Belizaire adds another dimension, noting that 30 to 40 percent of Texas renewable generation goes unused due to transmission bottlenecks, and his company is siting data centers at those curtailment points, operating three facilities totaling 123 MW across Kentucky and Texas with 800 MW more in development.

The risk bifurcates: if hyperscalers lock in onsite power en masse, they reduce demand visibility for ERCOT load forecasting while potentially deferring the transmission investment Texas needs long-term. Meanwhile, permitting speed that satisfies developers may prove politically unsustainable as cumulative emissions and water demands in arid West Texas compound.

White House Drafts Voluntary Compact, States Race to Regulate

The Trump administration is circulating a draft voluntary agreement asking hyperscalers to cover 100 percent of new generation and transmission costs tied to their facilities and sign long-term electricity contracts to shield ratepayers. A White House official told POLITICO the draft "is outdated and no longer accurate" without clarifying what changed. Energy Secretary Chris Wright acknowledged the administration is in dialogue with developers about preventing electricity price spikes. The critical gap: without state-level regulatory buy-in, voluntary commitments lack enforcement.

South Carolina is testing that gap in real time. Two competing bills would establish first-ever state data center regulation, splitting on whether a new environmental commission (Sen. Tom Davis's approach) or the Public Service Commission (Sen. Luke Rankin's proposal) should control siting, permitting, and cost allocation. John Brooker of Conservation Voters of South Carolina cited utility projections that data centers could account for 60 to 70 percent of the state's new power demand. DC BLOX's Chris Gatch warned that additional permitting layers will push investment to less regulated states.

For Texas, this thread matters directly: the White House compact's language about cost responsibility mirrors debates already happening around ERCOT interconnection and behind-the-meter generation frameworks. If the federal compact collapses and states adopt divergent regulatory regimes, operators face a patchwork that favors jurisdictions with the lightest touch, which currently means Texas.

The Resource Nobody Wants to Talk About Honestly

OpenAI CEO Sam Altman called water consumption concerns at AI data centers "fake" and "completely untrue" at India's AI Impact summit. That claim sits awkwardly against a Xylem and Global Water Intelligence report projecting data center cooling water demand will more than triple over the next 25 years. In Wilson County, Texas, Misea's 2,700-acre Mojo Ranch project requires up to 2 million gallons per day from an already stressed aquifer; over 140 residents packed a Stockdale community meeting to oppose it, and local rancher Matthew Dean described liquidating half his cattle herd during last year's drought. In Osawatomie, Kansas, Alcove Development's $1 billion campus contract mandates 1 million gallons per day, and residents are demanding to know how a city of 4,000 supplies that volume.

Deep Green's 24 MW Lansing, Michigan project tries a different approach: a closed-loop water-glycol system consuming under 500,000 gallons annually with zero river discharge. Meta's El Paso campus claims zero water consumption for cooling "most of the year," though the basis for that claim isn't detailed.

Altman's dismissal risks becoming a rallying cry for opponents. When the CEO of the world's most prominent AI company tells communities their water concerns are fabricated, it hands organizers a perfect soundbite. The more consequential question is whether aggregate demand in water-stressed regions like West Texas and the Edwards Aquifer system exceeds sustainable yield before anyone's tracking cumulative drawdown — not whether individual facilities can engineer around the constraints.
