Behind the Pledge: 40 GW, No Rules, and Texas Ready to Win Either Way
The White House's Ratepayer Protection Pledge commits Amazon, Google, Meta, and Microsoft to self-supply, but there's no compliance framework, no binding FERC language, and no rules to enforce it. Texas doesn't need the pledge to work: Bloom Energy already projects 40 GW of datacenter load in the state by 2028, built on behind-the-meter generation that's bypassing interconnection queues entirely.
