Meta is reportedly in discussions to lease the expansion space from campus operator Crusoe, with NVIDIA having paid a $150 million deposit to broker continuity, but no formal commitment exists. OpenAI is redirecting capital toward NVIDIA's next-generation Vera Rubin chips, which deliver 10x performance per watt but require roughly double the power consumption, signaling that chip architecture is now driving site selection as much as geography.

Trump's Ratepayer Protection Pledge Draws Shrugs from the People Who'd Have to Enforce It

Seven hyperscalers signed a White House pledge to cover all electricity and grid infrastructure costs for their datacenters. The signatories: Amazon, Google, Meta, Microsoft, OpenAI, Oracle, and xAI. Sounds great. The problem is enforcement.

Nick Zenkin at Latitude Intelligence called it "basically a big press event." FERC can't enforce the terms. State commissions could embed requirements into tariffs or interconnection agreements, but nothing in the pledge compels them to. Microsoft's former head of energy Brian Janous noted hyperscalers have been "paying their own way from day one," making this a formalization of existing practice, not a policy shift.

The backdrop is real: utilities requested $31 billion in combined rate increases for 2025, and datacenter load growth is the visible target. States like Virginia, Ohio, and Minnesota already have large-load tariff frameworks. The pledge matters only if state commissions translate it into binding rate structures. Without that, it's PR cover, which Trump himself essentially acknowledged: "They need some PR help."

Bottom line: Watch ERCOT, PJM, and state PUC proceedings for actual tariff language; the pledge itself changes nothing operationally.

Transmission Backlash Could Become the Real Bottleneck

Landowner opposition to high-voltage transmission lines is escalating nationally, and Texas is squarely in the crosshairs. Regulators commissioned three 765-kilovolt "superhighway" corridors crossing the state; the southernmost route provoked the Hill Country Preservation Coalition to organize formal opposition.

The pattern is national. In Pennsylvania, a 500-kV line across John Zola's 40-acre property in Sugarloaf exemplifies the fight: 240-foot steel towers looming over orchards and homes. Transmission spending is projected to double to nearly $50 billion annually by 2028. Yet two decades of flat demand meant zero urgency to build social license for new corridors. That deficit is now acute.

Tech firms are responding rationally: building captive power plants or siting adjacent to generation to sidestep transmission entirely. Novva in Utah and Thunderhead Energy Solutions, which proposed 23 GW across Texas, Montana, and Illinois plus a 5,000 MW gas plant in Winkler County, West Texas, both sought EPA air quality exemptions to fast-track on-site generation. The Thunderhead proposal alone signals enormous permitting and water risk in an already strained West Texas basin.

Bottom line: Every month of transmission delay pushes more operators toward on-site fossil generation with its own permitting risks, creating a regulatory whack-a-mole that neither pathway resolves cleanly.

Texas's Path to World's Largest Datacenter Market Runs Through Central Texas

JLL projects Texas will surpass Northern Virginia as the world's largest datacenter market by 2030. The state currently ranks fourth globally. JLL's Curt Holcomb framed it plainly: "We are in a development super cycle." Texas accounts for nearly one-third of planned U.S. datacenter power buildout, with 80.6 GW of gas-fired capacity under development and almost half earmarked for datacenters, per Global Energy Monitor.

Central Texas is a key growth corridor. In Temple, Meta has $1.5 billion across two facilities: an $800 million project under construction since May 2025 and a $700 million facility where Rowan Digital Infrastructure broke ground last week. Temple Mayor Tim Davis claims the city uses roughly 50% of available daily water rights.

Fort Hood adds a wildcard. The U.S. Army's Enhanced Use Lease RFP closed February 23 covering four installations, with companies inspecting ~200 acres near Tank Destroyer Boulevard. Leases run up to 50 years, but the lessee bears full infrastructure costs, and grid interconnection studies alone take nearly two years, per Copperas Cove EDC Director Fred Welch.

Could grid interconnection timelines and Army procurement opacity stall Central Texas momentum? Fort Hood's outcome is opaque; Temple looks firmer but depends on ERCOT delivering power on schedule.

Bottom line: Central Texas is where Texas's "world's largest market" thesis gets tested against physical infrastructure constraints.
