Grimes County Has No Land-Use Plan. That's Every Developer's Problem Now.

ERCOT's 24 GW forecast doesn't count the private gas plants Pacifico, Chevron, ExxonMobil, and Diamondback are already building off-grid, so actual demand is already outrunning every public projection. Developers who aren't arriving in Grimes County with water data, noise studies, and benefit-sharing proposals aren't just losing community fights; they're accumulating the political debt that kills ERCOT interconnection later.

Texas is sprinting to become the world's largest AI data center hub by 2030, and the buildout is bypassing the grid entirely. Pacifico Energy, Chevron, ExxonMobil, and Diamondback Energy are constructing private gas-fired power plants in West Texas to feed data centers directly, sidestepping ERCOT's interconnection queue. ERCOT projects 24 gigawatts of new data center demand by 2031, equivalent to adding another Houston metro area, but that figure excludes private grid projects operating independently, meaning actual demand will exceed public projections.

The implications ripple across every pillar. Community opposition is organizing from Grimes County to Fort Worth. Water and noise concerns are hardening into formal demands. And the strategic question for developers is no longer whether to build in Texas but how to secure power, community buy-in, and eventual grid integration simultaneously.

Power

Private power islands now, grid integration later, and the gap between is widening.

The two-phase timeline is becoming industry consensus. Developers build standalone gas plants to get online fast, then plan ERCOT interconnection for 2030 and beyond. NextEra Energy has secured Texas land for a major gas plant to serve hyperscalers, pairing it with 20-plus GW of existing Texas wind and solar. Bloom Energy projects Texas will capture 30% of national data center capacity by 2028, driven by permitting speed and regulatory clarity. McKinsey estimates U.S. IT power load will nearly double from 82 GW in 2025 to 153 GW by 2028.

But the private island model is drawing scrutiny. At CERAWeek, Amazon's Kerry Person and Dominion Energy's Ed Baine both rejected long-term behind-the-meter generation as economically risky. Schneider Electric's Aamir Paul called behind-the-meter turbines "a temporary solution at best." Microsoft's Brad Smith committed to paying above-market rates to cover grid expenses, and Google, Microsoft, and NVIDIA signed the nonbinding "Ratepayer Protection Pledge." Meanwhile, SoftBank, AEP Ohio, and DOE unveiled a $33 billion, 10-GW data center campus in Ohio structured so SB Energy funds $4.2 billion in transmission upgrades, insulating ratepayers. The risk: developers who treat grid integration as an afterthought will face political headwinds when they eventually need ERCOT interconnection. The Ohio model, where developers absorb transmission costs, may become the template regulators demand.

Politics

Community opposition is multiplying across Texas and beyond, and the governance gaps are the real vulnerability.

Fort Worth's Edged Data Centers faces organized resistance from the 2871 Community Coalition over its $1.1 billion project at Veale Ranch, with eight formal demands covering water disclosure, noise studies, and financial transparency. In Grimes County, residents are pushing back against Geronimo Power's proposed data center, solar farm, and gas plant near Iola, highlighting a fundamental problem: the county lacks binding development standards or a comprehensive land-use plan. In Kentucky, an 82-year-old farmer's rejection of a $26 million land offer went viral with 6.5 million views, and Texas Agriculture Commissioner Sid Miller says his office is "digging in" on farmland protection. Republican state Rep. Helen Kerwin has urged Gov. Abbott to pause rural data center construction.

The pattern extends outside Texas. In Rowan County, North Carolina, nearly 3,000 petition signatures oppose Edged's 400-acre project on former farmland. In Wisconsin, QTS abandoned a 1,600-acre site in DeForest after grassroots opposition and is scouting alternatives. The risk for developers is compounding: each high-profile rejection emboldens the next community. Grimes County's lack of development standards is the sharpest example. Without a framework to evaluate projects, every proposal becomes a political fight. Developers who bring their own benefit-sharing proposals and water transparency data to communities without planning infrastructure will move faster than those who wait for local governments to catch up.

Power

Noise is the next permitting tripwire.

Data center cooling systems, diesel generators, and server fans collectively hit 96 decibels at scale. Chandler, Arizona adopted zoning restrictions after years of complaints and unanimously rejected a new data center in January 2025 with noise as a primary factor. Low-frequency sound from data centers is difficult to measure with standard decibel meters, making local ordinance enforcement nearly impossible.

This maps directly onto Texas. Edged Data Centers in Fort Worth claims waterless cooling technology, which typically means air cooling, the noisier alternative. Fort Worth's 2871 Community Coalition has demanded independent noise studies. Rowan County, North Carolina conditioned its data center approval on noise studies. The risk: acoustic planning treated as an afterthought becomes a zoning veto. Developers should conduct acoustic modeling before site selection and establish baseline measurements with communities during permitting. Chandler's trajectory is the cautionary tale.

Power

Musk's Terafab raises the stakes for Texas infrastructure planning.

Elon Musk announced Terafab at Austin's Seaholm Power Plant, a $20-25 billion joint venture between Tesla, SpaceX, and xAI targeting 100 to 200 million advanced AI chips annually. The final campus would reach approximately 100 million square feet, ten times Giga Texas. Gov. Abbott attended the unveiling.

Final site selection is underway with multiple Texas locations under consideration. A facility of this scale will impose extraordinary power and water demands on whichever region hosts it. ERCOT readiness, water access, and local zoning complexity are all open variables. The risk: Terafab's infrastructure requirements could compete directly with data center buildouts for grid capacity, transmission, and water rights in the same Texas corridors. Watch for the site announcement and any engagement with the Public Utility Commission of Texas.
