Hyperscalers Stop Waiting on the Grid as ERCOT Stares at 218 GW

Crusoe's 1 GW GE Vernova order, Meta's 366 MW El Paso behind-the-meter build, and xAI's 1.2 GW Mississippi turbine approval confirm that bring-your-own-power is now the default architecture, not the hedge. Developers who haven't reserved turbine slots by mid-2026 will be bidding against a backlog stretching to 2030, right as ERCOT projects 218 GW of peak demand by 2031.

Bring-your-own-power has moved from hedge to primary architecture. Crusoe's 29-unit GE Vernova aeroderivative order (nearly 1 GW), Meta's 366 MW behind-the-meter build at El Paso, and xAI's 1.2 GW Mississippi turbine approval show hyperscalers are no longer waiting on interconnection queues. Against that backdrop, Framatome's Tony Robinson told a TCU audience ERCOT now projects 218 GW of peak demand by 2031, up from the 85.5 GW August 2023 record.

Power

BYOP becomes the default, and the equipment queue is now the binding constraint.

GE Vernova expects an 80 GW gas turbine backlog stretching into 2029, with reservations possibly sold out through 2030 by late 2026. Wärtsilä booked a 412 MW order for an Ohio data center (40 units of its 34SG engine, first U.S. data center deployment), pushing its U.S. data center engine book past 1.6 GW. Amazon's siting at Vistra's 2,400 MW Comanche Peak nuclear plant shows the anchor-tenant template scaling on the nuclear side.

Risk: developers who haven't reserved turbine or reactor slots by mid-2026 are bidding against a sold-out supply chain, and Fermi America's Amarillo stall, with CEO Toby Neugebauer out April 17 despite a February air permit, shows permits alone don't move dirt.

Politics

Out-of-state permitting friction is sharpening Texas's comparative advantage.

Energy Transfer's $60 million Green Chile Project pipeline, 17 miles and 400,000 dekatherms/day from El Paso to Project Jupiter, drew a formal FERC staff protest April 13 over missing New Mexico State Historic Preservation Office documentation. Miss the 30-day window and the expedited blanket certificate evaporates. Maine's 18-month moratorium on AI data centers above 20 MW awaits Gov. Mills's signature, New Jersey's S680 would impose hourly clean-power matching if a PJM majority adopts the same rule, and Nassau County, Florida votes on a 12-month moratorium May 11 and June 8.

Risk: every jurisdiction outside ERCOT is adding a permitting tax, and developers who locked Texas sites early are watching competitors burn 18 months on council processes. The El Paso leg still has to clear New Mexico.

Water

Rural opposition is hardening around farmland and withdrawals, and benefit-sharing is the only lever that works.

Pennsylvania's Slate Belt is papered with "NO DATA CENTERS ON OUR FARMS" signs as Peron Development and J.G. Petrucci's 1.2 GW, 450-acre Lower Mount Bethel project seeks agricultural-to-industrial rezoning. Three Mile Island's restart faces a Susquehanna River Basin Commission hearing April 23 on water withdrawals, with parallel DEP wastewater and transmission permits stacked. Data Center Watch tallied $152 billion in projects blocked or delayed by local opposition in 2025 alone.

Risk: developers betting that tax revenue and jobs close the deal are losing. The ones writing property-value protections, water-recycling commitments, and farmland offsets into term sheets before the town hall are the ones getting rezoned.
