Anchored Offtake Wins the Queue. Speculation Gets Repriced.

ERCOT's forecast just jumped to 367.8 GW by 2032 against a 410 GW interconnection queue, and Fermi Inc's 78% slide since October proves equity markets won't underwrite speculative gigawatts anymore. Anchored offtake, locked generation, and front-loaded water strategy are now the price of admission; everything else gets repriced or moratoriumed.

ERCOT's preliminary Long-Term Load Forecast now projects peak demand reaching 367.8 GW by 2032, more than four times the August 2023 record of 85.5 GW, with non-crypto data center load alone climbing from 7.4 GW in 2026 to 228.4 GW by 2032. The interconnection queue sits near 410 GW, roughly 87% tied to data centers. Texas isn't facing a demand question anymore. It's facing a sequencing question, and every other pillar today radiates from it.

Grid sequencing becomes the binding constraint, and capital is noticing

ERCOT's 367.8 GW forecast lands alongside Fermi Inc's CEO Toby Neugebauer stepping down without explanation, triggering a 31% aftermarket drop and an 78% slide since October's IPO. Fermi's 11 GW "Project Matador" in Amarillo lost its anchor tenant before closing, pivoted to MOUs, and took delivery of six Siemens Energy gas turbines in February, all without binding offtake. Meanwhile PJM is proposing 14.9 GW of new generation matched to data center buyers through bilateral contracts, and Xcel Energy and ATC have asked FERC to pause competitive transmission bidding to accelerate timelines.

The pattern is clear: developers with anchored offtake and locked generation win; speculative greenfield megacampuses and developers waiting for regulatory clarity get repriced. Equity markets have run out of patience for pre-revenue gigawatt bets.

Water

Utility capacity, not zoning, is now the gating decision

Ypsilanti Township trustees unanimously approved a resolution Wednesday asking YCUA to impose a 12-month moratorium on data center water service, directly targeting the University of Michigan/Los Alamos $1.2 billion HPC facility (500,000 gallons/day) and Thor Equities' Augusta Township proposal (1 million gallons/day). U of M's public-institution zoning exemption doesn't matter when YCUA Executive Director Luke Blackburn flags Water Resource Recovery Facility capacity limits. The YCUA board decides April 22. EPA Administrator Lee Zeldin reinforced the national direction in Las Vegas, pointing to the updated Water Reuse Action Plan and Las Vegas's 2025 ban on evaporative cooling for commercial properties.

Hillsboro's GO Summit surfaced the Texas answer: BVRT Utility's John Littlefield proposed reclaimed wastewater from the state's roughly 1,200 municipal treatment plants as a cooling source. Developers who front-load utility capacity studies and commit to closed-loop or reclaimed water before filing land-use applications clear boards faster. Those who don't hand opponents the moratorium lever.
