Meitner Is the Template. 430 GW of Applications Are About to Find Out.

ERCOT's June 18 Batch Zero filing will sort 430 GW of pending applications by site control, generation strategy, and PCLR readiness, and Google's Meitner template just showed what a winning application looks like. Developers without locked power, verified water, and county-level community work won't lose months. They'll lose grid position to the prepared.

Google and Intersect's Meitner Energy Center in Gray and Roberts counties is the day's defining signal: over 1 GW of dedicated wind, solar, battery, and gas generation paired with a new data center using air-cooling to hold water use to domestic levels, plus an 800-acre, 3,500-worker Caprock Workforce Hub in Wheeler County and a $10 million Texas Water Impact Fund.

It's the power-first, water-first, workforce-first playbook landing in the Texas Panhandle the same week ERCOT's Batch Zero framework heads to the PUCT for June 18 approval. The developers who match this template will clear Batch Zero. The ones who don't will watch the queue close around them.

Power

Power-first is now the Texas template, and the queue rewards the prepared.

Google's Meitner site pairs a data center with over 1 GW of co-located wind, solar, storage, and gas backup, following the Haskell County Quantum project (640 MW solar, 1.3 GWh storage) that energized this month. SpaceX disclosed $2.8 billion in turbine commitments, including $805 million with 2029 delivery, because utilities elsewhere are rationing interconnection through 2030. ERCOT's Batch Zero framework, approved this week and heading to the PUCT June 18, will sort 430+ GW of pending applications by site control, fees, and project-readiness milestones, with curtailment obligations under the PCLR mechanism baked in.

Hill County just rescinded its moratorium after RCM Hill LLC sued over its 1,235 MW Project Aquila, citing ERCOT Batch Zero exposure as the central harm. Risk: developers without locked site control, generation strategy, and PCLR-ready controls won't just lose months. They'll lose grid position to developers who filed first.

Water

Cooling architecture is becoming a site-selection gate, not an engineering afterthought.

Meta's $800 million El Paso campus will draw up to 2.5 million gallons daily, equivalent to 12,375 homes, and the El Paso City Council voted unanimously May 26 to end large datacenter incentive programs while a 33-page policy framework moves through public comment closing June 9. The 2023 Meta agreement, an 80% property tax rebate worth up to $550 million, remains legally binding. Meanwhile, Meitner's air-cooling holds water use to domestic levels, CoolIT's validated 15 kW coldplate makes 45°C warm-water cooling viable across multiple AI generations, and JD Supra flags U.S. datacenter water use rising 170% by 2030 with TCEQ-and-water-district reuse rules varying county to county.

Risk: developers betting on freshwater availability in the Permian, Edwards, or El Paso corridors will discover mid-cycle that permit approval now depends on closed-loop cooling, verified reuse offsets, and water commitments negotiated upfront, not promised globally.
