Anchor Tenant, Signed Lease, Locked Power: ERCOT's New Cost of Entry

ERCOT's Batch Zero proposal turns the queue into a qualifying round: anchor tenant, signed lease, locked generation, or wait behind the 450 GW pile. The developers who built that stack months ago, Google in Gray County, Poolside in Pecos, CyrusOne in Freestone, are about to find out what a deliberate front-of-line looks like.

ERCOT logged 519 large-load interconnection requests over two years totaling 438,595 MW, against 24 the prior year, and the agency's board has voted to revise interconnection review to get realistic. That's roughly a third of all U.S. generation capacity chasing Texas dirt, 90% of it datacenters targeting 2030. The queue isn't slow. It's full, and the winners are already routing around it.

Power

Self-supply and batching emerge as the queue-bypass playbook.

Google and Intersect Power announced the Meitner Energy Center in Gray and Roberts Counties, bundling 1+ GW of wind, solar, and storage with a co-located, air-cooled datacenter. Poolside's 1.2 GW Project Horizon in Pecos County is doing the same with aero-derivative gas turbines, turbine deliveries locked in for just over a year. CyrusOne and Calpine are co-locating a 760 MW campus next to the Freestone Energy Center, with phase one targeted for late 2026. ERCOT's proposed Batch Zero Interconnection Study would require deposits, a contracted customer, and a signed lease or deed before advancing, against roughly 450 GW of large-load requests, five times the region's all-time peak.

Contrast that with North Carolina's Ratepayer Protection Act, which would bar retiring any 100+ MW facility until the state approves a 1,000 MW nuclear plant Duke doesn't expect before 2036. Risk: developers without an anchor tenant, secured generation, and proof of land control will sit behind Batch Zero indefinitely while self-supplied competitors energize.

Water

Scarcity politics arrive before the cooling towers do.

Washington's snowpack hit 53% of median on April 1, the lowest in 95% of recorded years, and Skagit County adopted a temporary moratorium on June 1 on new datacenters in unincorporated areas. Seattle is moving the same direction. Pope Leo XIV's Magnifica Humanitas explicitly flagged datacenter water and energy demands, giving local opposition institutional cover. Meanwhile in Texas, Google paired Meitner with a $10 million Texas Water Impact Fund and air cooling, Poolside's daily campus water use matches irrigating two acres of West Texas alfalfa via closed-loop chillers on non-potable groundwater, and Texas Pacific Land Corp. just closed a $43 million land deal while negotiating treated produced-water supply agreements.

Risk: a developer who shows up to a county hearing without quantified water draw, an offset agreement, and a named source will inherit Skagit's outcome regardless of how good the power story is.

Politics

Ballots, county commissioners, and the geography of welcome.

Monterey Park voters approved Measure NDC on June 2 with 86% support, the nation's first permanent datacenter ban by ballot initiative. A Gallup poll cited in Reason shows 71% of Americans oppose datacenters in their communities. Freestone County Commissioners hold a special meeting June 10 and public hearing June 17 on the CyrusOne campus, with noise the central concern. In Mesa, NTT's 2.3-million-square-foot campus cleared Planning and Zoning 4-0, grandfathered under the pre-July warehousing ordinance.

The pattern: capital flows to jurisdictions offering regulatory clarity, and Cushman & Wakefield's John McWilliams frames the new rules as directing growth, not preventing it. Risk: developers who skip pre-hearing acoustic modeling, water quantification, or community benefit detail hand opposition the microphone and the vote.
