Crusoe and Lancium bring their own power and closed-loop water to Childress, and self-supplied energy capital is forming behind them

The operators scaling fastest are the ones bringing their own generation and closing their own water loops. Crusoe's new Childress campus is the template, and self-supplied energy capital is stacking up behind it even as permit-notice fights and community opposition intensify.

Crusoe and Lancium are building a gigawatt-scale AI campus on 270 acres in Childress County, Texas, with behind-the-meter solar, onsite energy storage, and a closed-loop cooling system that holds down water use. CEO Chase Lochmiller calls it "a major milestone in Crusoe's deep commitment to the state of Texas," repeating the same partnership model the two built in Abilene, and Meta is reportedly set to lease capacity. Construction starts in the third quarter of 2026.

Power

The money is moving upstream

Power is the bottleneck AI capital is racing to solve, and the biggest bet yet landed this week. Mitsubishi finalized its purchase of Dallas-based Aethon Energy's Haynesville gas assets for close to $7.5 billion (about $5.2 billion cash plus roughly $2.3 billion in assumed debt), the largest acquisition in the company's history. Aethon, until now the largest privately held US gas producer, pulls about 2.1 billion cubic feet a day from the Haynesville across northern Louisiana and East Texas, with headroom toward 2.6 Bcf/d, and the two sides set up a non-binding alliance covering LNG, data centers, and digital infrastructure.

This week, Liberty Energy and Houston-based SLB teamed up on behind-the-meter power and modular infrastructure for AI sites, cutting the wait on grid interconnection. SLB has shipped more than 1.3 GW of prefabricated gear since April 2024 and expects to pass 2 GW by year end. With Gartner projecting global data center electricity up about 26% this year to 565 TWh, the operators wiring their own gas to their own load (Chevron, Microsoft, and Engine No. 1 are doing exactly that on Project Kilby in West Texas) are the ones clearing the queue first.

Politics

Faster permits reward the operators who disclose

The EPA is proposing to hand states more control over "minor" air-pollution permits, the kind Texas increasingly issues for data center diesel generators and gas turbines, and to let TCEQ rewrite how much notice and protest residents get. Advocates read it as a squeeze on public input: Jennifer Hadayia of Air Alliance Houston fears TCEQ eliminates participation, and Kathryn Guerra of Public Citizen warns "community voices... would be silenced." EPA counters that the change "does not alter emission standards or weaken environmental protections" and puts the agencies "most familiar with local issues in the driver's seat," with a virtual hearing July 22 and written comments open through Aug 21.

Faster permitting only helps operators who don't hand opponents a weapon. xAI is the cautionary case: Reuters reports it ran 59 unpermitted gas turbines at its Colossus 2 site on the Tennessee-Mississippi line, nearly double the 27 it publicly acknowledged, with 30 units alone capable of about 2,500 short tons of nitrogen oxides a year against a 100-ton federal permitting trigger. Concealment is what feeds the moratorium camp, and the operators who disclose emissions early and file clean permits are the ones a faster TCEQ process actually rewards.

Water

Close the loop before the room fills

Community opposition is now the binding constraint on siting, and it's escalating fast. A June Data Center Watch study found about $130 billion in US projects blocked or delayed in the first quarter of 2026 alone, roughly matching all of 2025, while active opposition groups more than doubled in a quarter to 833 across 49 states. Denver passed a one-year zoning moratorium on May 19, and Seattle followed with an emergency freeze after tens of thousands of emails opposed five campuses totaling about 370 MW.

The friction shows up even where local officials have little say: in Boulder City, Nevada, a Houston developer withdrew its application after the Bureau of Land Management approved nearby federal land. Hundreds also packed a nearly four-hour Pennsylvania town hall over Amazon's Falls Township site and its 280 gas backup generators, a facility regulators still classify as a "minor" source under 25 tons of nitrogen oxides a year. The same study points to the way through: operators who make binding commitments before opposition forms permit far better, which is the Childress playbook of closed-loop cooling and disclosed behind-the-meter power, and it's why hyperscalers are routing roughly $150 billion of this year's capex into onsite generation.

National

Texas already runs the framework others want

The IDCA's Mehdi Paryavi argues fragmented national rules on permitting and energy threaten to choke AI-driven growth and that the industry needs a common framework. His numbers show why the pressure is real: digital infrastructure now draws about 68 GW worldwide, up roughly 17% in a year, with US data centers at about 27 GW or 6% of the national grid, and grid constraints rated critical in at least 12 major markets from Singapore to Germany to Mexico. EPRI puts US data center use near 5% today, possibly 9% to 17% by 2030.

The report also finds about 13% of US data center power feeding idle "zombie" workloads, more than 3 GW that could be recovered, and points to small modular reactors, hydrogen fuel cells, LNG, and battery storage as bridge supply. Every one of those is already going into the ground in Texas, where operators pair behind-the-meter gas and solar to their own load instead of waiting on a queue. The rest of the world is drafting the consensus that Childress and Abilene are already building.
