Nueces County Campus Goes From Greenfield to Full Lease in Months

Hut 8 just took its Beacon Point campus in Nueces County to a fully leased gigawatt, one hyperscaler tenant, $19.6B in base-term contract value, in months. Power-first sequencing, controlling generation ahead of the ERCOT queue, is what separates campuses that sign leases from those still waiting on interconnection.

Today's Lead

Hut 8 fully leased its 1 GW Beacon Point campus in Nueces County, landing a second 15-year, $9.8B lease for 352 MW of IT capacity from the same investment-grade hyperscaler that signed Phase 1. That tenant has now doubled its footprint to 704 MW, taking campus base-term contract value to $19.6B and portfolio value to $26.6B. The full site sits under a 1,000 MW AEP Texas interconnection agreement, and Hut 8 took it greenfield to full commercialization in months.

NATIONAL CONTEXT

New York became the first state to approve a statewide one-year moratorium on new large datacenter builds, citing power and water draw. Maine's governor Janet Mills vetoed a similar moratorium in April, citing economic impact, so regulatory appetite varies sharply by jurisdiction. Abroad, Amsterdam and Denmark tightened approvals, with Denmark placing datacenters at the bottom of its electricity-access priority list.

The Boulder City, Nevada fight shows a different pressure point: federal-land preemption. Houston-based Skylar Energy Resources shifted a rejected city-land solar proposal onto BLM acreage and rewrote it as a 167 MW datacenter with diesel and gas backup, approved in late June on the finding that impacts were "similar" to the earlier solar project. City Attorney Brittany Walker said she got notice of the approval, not advance consultation. Rep. Dina Titus (D-NV) wrote to BLM demanding clarity on public participation and is drafting transparency legislation. The lesson for site selection: approval speed on federal land doesn't insulate a project from downstream political and legal fallout.

Power

West Texas Builds the Power-First Playbook at Scale

PowerPlay AI and a Nasdaq-listed Neocloud partner are developing a 400 MW self-supplied campus near Abilene, first phase targeted for 2028. Site studies and land acquisition are done; they're now negotiating natural-gas service and picking an independent power producer for dedicated on-site generation. Behind-the-meter generation solves the sequencing problem: secure power first, then market decade-long leases to hyperscalers.

The economics turn on fuel-cost assumptions. Locking 10-year generation contracts at today's gas prices protects developer and tenant against spikes but forfeits upside if prices fall, so developers who can hedge or pair gas with long-term PPAs will win at lease-signing.

Bottom line: in a market where interconnection speed is the binding constraint, controlling generation ahead of the queue is the differentiator.

Politics

Opposition Organizes Across State Lines, and Texas Leads the Count

HumansFirst, a coalition co-founded by former Tea Party leader Amy Kremer, staged 142 protests across 42 states on July 18, the first unified national push against AI infrastructure. Texas led with 18 events, followed by Georgia with 11 and California with eight. A June Reuters/Ipsos poll found only 14% of Americans would support a facility in their own community.

Organizers rejected New York-style moratoriums, demanding transparency, resource protection, community benefit agreements, and accountability for broken commitments. The cross-partisan framing means local officials can't dismiss it as fringe.

Texas hosts the most protests because Texas hosts the most development. Bottom line: benefit-sharing terms, water offset verification, and local hiring guarantees have moved from optional to prerequisite for political durability.

Water

Permitting Risk Now Rides on Water and Emissions Framing

Oracle's Project Jupiter in New Mexico, a $165B campus, pivoted to up to 2.45 GW of Bloom Energy fuel cells after residents raised water and emissions concerns. New Mexico regulators then rejected the air permit a second time; a public hearing was ordered but no date is set, pushing revenue Bloom's valuation had priced in further out. Bloom is up 149% year-to-date but down 39% from its June peak.

Cooling architecture is the upstream decision that determines water exposure. Air, evaporative, liquid, and hybrid systems each lock in capital, water demand, and retrofit complexity for 15-20 years, and water scarcity raises the cost of evaporative options through offset requirements.

Bottom line: developers should model cooling and water sourcing before site selection closes, and pressure-test whether power suppliers can hit delivery schedules when their anchor customers face permitting resistance.

Nuclear

The Headlines and the Queue Reality

Big Tech's SMR announcements read bigger than their contracts. Amazon's Energy Northwest deal secures the "right to purchase" from a 320 MW project, not an obligation, and a study of 180 nuclear projects found 175 exceeded budget and timeline. New nuclear runs roughly three times the per-kWh cost of solar or wind, with SMRs worse.

The traction is elsewhere: Italy-based Terra Innovatum's SOLO microreactor landed a letter of intent for up to 8 MWe of behind-the-meter power for DIRECTV Latin America and SKY Brasil datacenters in Jaguariúna, anchoring on telecom load outside the US queue.

Bottom line: developers betting power strategy on SMR delivery timelines take on unproven technology, cost inflation, and counterparty discretion at once. Firm generation and signed tenants remain the bankable path.

Europe

Finland Says Yes on Grid, and Texas Prices Speed

Finland is consolidating Europe's fastest-growing datacenter market on cheap baseload power, natural cooling, and a grid operator, Fingrid, that prioritizes datacenter connections and offers usage guarantees. AI training clusters pull three to five times the power per rack of standard cloud, which moved electricity access from important to foundational.

The contrast is descriptive, not a template Texas follows. ERCOT's backlog exceeds 300 GW of pending applications, and grid operators here manage constraints rather than prioritize connections. That's exactly why power-first discipline, the model that took Beacon Point to full lease in months, wins in the ERCOT queue.

Bottom line: model power procurement as a sequencing gate, not a cost line, or plan to wait behind those who did.
