Georgia Lands OpenAI's $30B Bet While Texas Owns the Queue Fix

OpenAI's 3.2 GW Georgia campus, projected to top $30B, leads with self-supplied power for a reason: FERC tariff rules force interconnection upgrade costs onto all ratepayers, so a developer that wants to pay its own way can't. Texas developers route past that wall through ERCOT's queue, where 438 GW of pending large-load requests reward whoever front-loads power procurement.

OpenAI's 3.2 GW campus in Effingham County, Georgia, codenamed Project Camellia, is likely to exceed $30 billion in total cost, with first capacity in 2028 and full build-out through 2032. The structure is the story: a four-point community pledge covering zero local rate increases, closed-loop cooling, $80 million in community benefits, and annual public audits. OpenAI has committed at least $20 billion toward local incentives and power contracts and now projects $750 billion in compute infrastructure spending through 2030.

NATIONAL CONTEXT

The out-of-state signal is loud today. New York enacted the first statewide moratorium on July 14, giving regulators up to a year to write ratepayer and grid rules, and lawmakers in at least 15 states have weighed temporary bans. Members of Congress have floated a national moratorium.

The structural problem sits at FERC. The White House expanded Trump's Ratepayer Protection Pledge to cover 80% of US power delivery with nearly 200 signers, but FERC-supervised tariff rules require utilities to socialize interconnection upgrade costs across all customers, so a developer that wants to pay its own way can't. FirstEnergy said as much in a 2026 FERC filing. Separately, the White House is pressing PJM to reform its board governance "before it is too late," with a FERC technical conference targeting stakeholder voting and board composition. Texas developers who know ERCOT's queue and the PUCT's precedent-based permitting compress cycles where those markets stall.

Behind-the-Meter Becomes the Default Texas Site-Selection Play

ERCOT is tracking 438 GW of pending large-load requests, nearly 90% data centers, roughly five times record demand. Developers are answering with self-supplied power on a known date rather than a queue position.

- Hedgehog USA signed a long-term supply deal with Japan's Idemitsu for a 600 MW campus in Navarro County, generating on-site and bypassing the queue entirely. Marathon Capital is marketing the project; anchor tenant, permit, and financing are still open. - Crusoe and Lancium announced a 1.0 GW grid-connected campus in Childress on a 270-acre site, construction starting Q3 2026, with behind-the-meter solar and storage. - SpaceX AI is scouting gigawatt-scale sites across Austin, Bastrop, and Corona, per a Supermicro executive's June comment; no timeline is confirmed.

The Idemitsu deal is a "powered land" template: own the site, lock firm fuel, sell shovel-ready to a hyperscaler. The exposure shifts to pipeline capacity and firm fuel delivery, the second wave of site-selection risk. Bottom line: developers who front-load power procurement during site selection win sites grid-dependent competitors can't serve.

Closed-Loop Cooling Is Now the Community-Engagement Opener

Meta's $1.2B Temple campus opened Wednesday as its first US AI-optimized facility, using closed-loop cooling that consumes zero water most of the year, below a local golf course annually. The company backs a Central Texas project expected to return 5.2 million gallons and targets water-positive by 2030.

Crusoe-Lancium is deploying closed-loop nonevaporative cooling in water-scarce West Texas, and OpenAI's Georgia pledge leads with the same. Water-adjacent sites carry federal and multi-state exposure fast: the Talen campus in Lower Mount Bethel, PA sits next to the Delaware River, which supplies 14 million people. Bottom line: front-load water-supply analysis and lead with the golf-course comparison, or watch a township escalate it to a multi-state fight.

Politics

Texas Backlash Is Fragmenting Down to the County Line

Texas has at least 241 planned projects, and opposition is hardening. A Texas Politics Project poll found over half of voters oppose local construction; a University of Houston study puts Houston opposition at 63% within one mile.

Local governments are moving ahead of the state: San Marcos effectively banned via zoning June 16, Brazoria County passed a resolution June 10, and Missouri City now requires special permits plus energy and water disclosure. Six counties have asked for statewide legislative action. UT Austin's Michael Webber points to transparency as the core issue. Bottom line: map local ordinances now and lead with disclosure; the developers shaping county rules through early engagement get first-mover advantage in a tightening field.

The Gap Between Announced and Connected Keeps Widening

BNEF nearly doubled its US data center demand forecast to 194 GW by 2035, an 83% jump, pushing data centers toward 20% of consumption. BNEF's Mark Daly conceded historic build rates may be "too generous" given labor, equipment, and interconnection friction.

BNEF tracked 124 GW of announced on-site gas capacity, though only a fraction is under construction. Most new projects are first-time developers, and building today demands fluency in financing, land, power procurement, and offtake. Bottom line: inexperience and speed don't survive combined grid, permitting, and labor friction; iron-clad power agreements come before shovels.
