The DOE now says a single 500 MW campus rewrites the regional transmission map, and Texas has already committed $33 billion to wire for it. While New York suspends permits and Virginia watches $25 billion in investment die, the developers securing generation first are the ones setting the terms everyone else scrambles to meet.

At the municipal level, New Jersey's Cherry Hill Township moved to ban hyperscale facilities over 100,000 square feet, listing them alongside junkyards and incinerators. Pennsylvania's House passed HB 2496, which would let municipalities pause new applications for six months; the state Senate hadn't voted before recess, according to a thin single-source report. In Washington, D.C., the House Energy and Commerce Committee advanced the Ratepayer Protection Act (H.R. 9340) 52-0, pushing states to make large loads pay the full incremental cost of the upgrades they trigger. Texas developers already operate the way these jurisdictions are scrambling toward: secure generation first, then solve the connection.

Private Generation Is the Winning Playbook, and Meta Just Proved It

Meta left RE100 on July 23 after eight years, shifting from renewable PPAs to owned generation for its AI buildout. The centerpiece is Hyperion in Richland Parish, Louisiana, where Entergy has proposed roughly 7.5 GW of gas capacity, with Meta-linked projects across Louisiana and Ohio totaling at least 12 planned plants and nearly 8 GW.

The broader signal: over 7.5 GW of data center projects with on-site generation are under construction, 60-plus GW more in pre-construction. Chevron and Microsoft's 2.67 GW gas partnership in West Texas fits the same pattern.

Bottom line: developers securing self-supplied power ahead of transmission queue position move first; the regulatory risk is whether Louisiana and Ohio permit the full pipeline, not whether the economics hold.

ERCOT-Validated Load Buffering Clears the Queue Faster

Crusoe and ON.energy are deploying 5 GW of AI UPS across multiple hyperscale campuses through 2027, sitting inline between power sources and data centers to absorb GPU load swings before they hit the transmission system. The technology has been validated against ERCOT's Large Load Interconnection requirements, including NOGRR 282 and Low Voltage Ride-Through protocols.

That validation matters against a queue holding over 300 GW of pending applications. Developers who pre-solve stability don't trigger downstream upgrades or interconnection delays.

Colorado Springs shows the cost of thin water narratives: Raeden's 50 MW Project Taurus drew 102 speakers against, 13 in favor despite 100-plus hours of community meetings, with opponents citing PFAS and cooling-chemistry risk, not just volume.

Bottom line: water chemistry and cooling transparency are becoming permission prerequisites; developers who lock offsets and publish consumption data before permitting move ahead of those defending after opposition forms.

Bottom line: developers who articulate community benefits and lock water commitments before rezoning shape the outcome; those who arrive after opposition hardens lose the narrative.

West Texas Co-Development Model Emerges

Early reports suggest Liberty Energy and PowerBridge are structuring generation and campus development as a single joint venture behind a proposed 2 GW West Texas campus, Alpha Digital, with a first phase of more than 300 MW targeting power delivery in late 2027. A single thin source carries these figures, and the deal remains subject to finalized commercial terms and regulatory approvals, so treat the specifics as unconfirmed.

The interesting signal, if it holds, is the structure: integrated ownership across generation and real estate rather than tenant-first hope that power shows up.

Bottom line: watch whether co-development with a power generator becomes table stakes for gigawatt-scale campuses; the model needs independent corroboration before anyone reprices around it.
