Brookfield and NextEra are moving on a $100 billion AI campus at the DOE's former Paducah Gaseous Diffusion Plant in Kentucky, targeting more than 1.2 GW of compute with up to 2 GW of gas generation, up to 2.6 GW of battery storage, and up to 1.8 GW of utility-delivered capacity by 2032. This is the Texas self-supplied-power approach moving into a Kentucky regulatory framework, not ERCOT's.

Neil Osnato of Persistence Analytics Group warned against summing the 2 GW gas and 2.6 GW battery into a claimed 4.6 GW of firm capacity: "A gigawatt of battery capacity is not the same thing as a gigawatt of continuously available generation." Battery reserve obligations and fuel readiness, not nameplate, determine what the site can actually sustain under stress.

Bottom line: developers copying the power-first model should test whether dedicated generation eliminates grid dependency or just relocates it onto one interconnection and one fuel line.

Texas Senate Finance Questions the $3.3B Data Center Exemption

The Texas Senate Finance Committee challenged the state's data center sales tax exemption Monday, with the cost projected to reach $3.3B in the 2028-29 biennium, up from $14.6M in 2014-15. Chair Joan Huffman, a Houston Republican, called the trajectory unsustainable: "No tax exemption should operate on autopilot." Sen. Donna Campbell, a New Braunfels Republican, went further, saying centers benefit more from Texas than Texas does from them.

The Grid Is the Constraint

Data centers consume roughly 17.5 billion gallons annually in direct use, about 0.3% of the U.S. water supply, while the California almond industry uses 70-90 times that. AEI's analysis argues the water fight is a site-selection problem smart developers already solve with closed-loop cooling, while the grid is the physics-and-permitting problem that flat 2005-2025 demand let utilities defer.

Meta estimates its 5 GW Project Hyperion expansion in Richland Parish, Louisiana will use roughly the same annual water as the farmland it replaces. The real exposure is ratepayer cost allocation as utilities build generation to serve new load.

Bottom line: verify water offsets early, but don't let the water narrative distract from the interconnection queue that actually gates energization.

Technology

Interconnection Queues Now Outlast Construction

Securing new grid capacity takes three to four years in major U.S. markets, longer than building the facility itself, per Schneider Electric analysis. Average rack density jumped from 16kW in 2025 to 27kW in 2026, and only one in five operators reports readiness for the 50-70kW racks now standard in AI, with NVIDIA's Vera Rubin pushing single racks toward 246kW.

Bottom line: for operators holding a fixed ERCOT allocation, every megawatt pulled off cooling overhead is compute deployed now instead of waiting quarters for more interconnection.

Utilities See Megaloads Years Before the Public Does

Georgia Power logged a 3,200 MW customer commitment in April 2026, with a matched 3,210 MW anonymized project in technical review targeting Q2 2028 energization, three months before OpenAI's $20 billion Project Camellia went public. Effingham County records showed no references to the project before the announcement, and the county closed a records request claiming no development agreements existed.

That gap between utility engineering visibility and local government transparency is where community friction ignites, as Lowell and Lexington now show.

Bottom line: utilities may already be pricing transmission around your load, but local benefit-sharing and permitting lag that reality by quarters, and the political track is where prepared developers close the gap.
