Crusoe is doing the same in Armstrong County, committing $1 billion for two 805,000-square-foot halls at its Goodnight campus, with TCEQ air-emissions permits filed for on-site generation and a first-phase draw of up to 530 MW. Meta and BlackRock closed their $14 billion, 1 GW El Paso campus without the transmission or water bottlenecks slowing open-market projects.

The sequence has flipped: capital-backed operators build generation alongside the load rather than queue behind ERCOT's backlog for grid service. Crusoe is also pursuing modular nuclear with Austin-based Aalo Atomics, targeting a 2027 proof-of-concept at Idaho National Laboratory, though Aalo remains in pre-application talks with the NRC and no licensing timeline exists. Joan Huffman signaled openness to repealing or limiting it, citing constituent worry over energy, water, and forgone revenue. This year alone, 59 data centers filed for certification against just three a decade ago.

The employment math is thorny: the law requires only 20 workers, and the Comptroller's office flagged that some operators struggle to hit even that. The 2027 session sets the framework for the biennium when costs peak. Virginia's DEQ study is the clearest warning yet: model a 3-million-gallon-per-day hyperscale withdrawal anywhere east of I-95 and it fails, with the data center corridor itself below 30,000 gallons per day. The only region with real headroom, the Eastern Northern Neck at 360,000 gpd, sits far from existing power and fiber.

Meta's Alberta campus uses closed-loop liquid cooling with dry cooling and consumes no operational cooling water, sidestepping the fight that's stalling projects elsewhere. Wisconsin's Vantage campus, by contrast, faces a Sierra Club suit precisely over unstudied cooling-water and grid impacts. Bottom line: water availability now sits alongside power and interconnection as a load-bearing site variable; operators who solve cooling design before county approval move while others carry municipal-procurement costs into project economics.

Gallup polling shows 71% of Americans oppose data centers in their communities, and the pushback is mobilizing across farm states, from a 300-person Dubuque County town hall to a Minnesota coalition fighting farmland conversion. In Michigan, opposition is now a ballot issue: 17 candidates across both parties paid to run anti-data-center ads through June and July, none supporting.

Texas keeps its advantage through native generation, grid scale, and transmission planning already built for industrial load, where ERCOT and PUC participation shape outcomes technically rather than electorally. Bottom line: opposition arises everywhere, so the edge belongs to developers who negotiate benefit-sharing before a candidate discovers the issue tests well with voters.
