The signal for tier-two operators is sequencing. When the largest cloud provider can't source high-bandwidth memory fast enough to match power and real estate, smaller developers face the choice of securing memory allocation before land and interconnection. Bottom line: committed power sitting idle behind a memory shortage is a carrying cost, so watch whether the memory constraint eases in the back half of the year.

Water quiet today. Water surfaces only as a component of cost-sharing rules and cooling-capacity gaps, not as a standalone development story. The SpaceXAI Memphis cooling-capacity shortfall (350 MW demonstrated against 1 GW claimed compute) is the closest signal, and it's a power-density constraint, not a water-sourcing one.
