SpaceX's $16.8B Terafab Puts Gas and Batteries on the Critical Path

SpaceX's $16.8B Terafab, Amazon's GW Ranch, and Energy Vault's 1.25 GW deal put private generation ahead of the interconnection clock. Operators who don't file on Project 58000 by August 11 and can't clear Governor Greg Abbott's gate forfeit quarters to whoever already signed fuel, batteries, and water.

SpaceX is planning to power its $16.8B Terafab semiconductor and AI campus in Grimes County entirely with on-site generation and battery storage, not routine grid electricity. A fully executed tax-abatement agreement with the county states facilities “are expected to be powered by electricity generated by on-site power plant(s) and are not expected to use electricity from the grid,” with Texas incentive filings describing a potential four-phase path to $119 billion and a 100-million-square-foot buildout. Riley Trettel, SpaceX’s lead developer for Terafab, told Grimes County commissioners the stack is natural gas-fired plants plus large battery arrays; the county order treats the fab, AI facility, and power plant as integrated infrastructure. That transfers generation, reserves, voltage and frequency control, and restoration to the operator at fab-grade power quality, and it puts gas delivery, plant permitting, and battery specs on the critical path before any phased energization.

NATIONAL CONTEXT

Out-of-state politics still price community friction into site selection. Bloom Energy’s mid-year read puts nearly 30% of builders reporting intensified local scrutiny in six months and $64 billion in projects stalled or killed by opposition, with Gallup’s March survey showing over 70% of Americans opposed to siting near homes. Congress is weighing language that would push developers to cover full power costs; off-grid and behind-the-meter operators already do that math. Fragmented foreign caps remain a cautionary map, not a template: Singapore and Amsterdam have used explicit moratoriums or quotas, while utilities in multiple U.S. regions have paused new datacenter connections when forecasts never modeled 50 to 100 kW per rack. Ohio gubernatorial nominee Vivek Ramaswamy has floated conditional standards (on-site controls, local tax design, household bill protection), a cost-shifting frame rather than a ban. Capital still concentrates where private generation, queue position, and clear cost allocation can be underwritten; Texas is that destination when operators show up with signed load, secured fuel, and water offsets in hand.

Power

NEW: Self-supply stack scales past the interconnection clock

Amazon disclosed ownership of GW Ranch, Pacifico Energy Group’s 8,000-acre Pecos County campus and Amazon’s first private on-site generation bet for hyperscale compute. Three 189,000-square-foot buildings are each pegged near $300 million with December completion targets; Pacifico holds state permits for 35 natural gas turbines at 7.65 GW combined, plus 750 MW on-site solar and 1.8 GW battery storage, against a roughly $12 billion project estimate. Separately, Energy Vault signed its largest contract to date: 1.25 GW of integrated battery storage, grid-forming conversion, and AI control software with an unnamed Texas hyperscaler, initial installs in four to 12 months, built to energize without the traditional utility queue. SpaceX’s Grimes design sits in the same class: primary self-supply at fab quality, not backup gensets. The PPA terms, dispatch profile, and gas deliverability still sit off-public for GW Ranch; without them, operators can’t underwrite utilization or carrying cost between capacity availability and energization.

Bottom line: model fuel, batteries, and black-start as schedule-critical path items, or forfeit quarters to whoever already signed the stack.

Politics

UPDATE: Abbott gate adds names; Project 58000 draws industrial fire

Governor Greg Abbott’s review gate now has a longer public commit list. Operators on the record include QTS Data Centers, Skybox, Digital Realty, Mara, Meta, OpenAI, Oracle, EdgeConneX, and Stream Data Centers, with Amazon and Google signaling support; Diode withdrew a Henderson County proposal rather than run the process. Requirements that matter on a balance sheet: fund transmission and distribution, disclose on-site generation and grid-reduction measures, map water source and consumption, document taxpayer incentives, and address noise, lighting, setbacks, traffic, and emergency coordination, with PUCT and ERCOT audit before grid connection and denial for failure. Meta’s Northeast El Paso posture includes paying energy and water costs and local benefit funding; El Paso Electric already requires large loads to bear infrastructure costs. Parallel to the gate, three August 11 comment sets hit PUCT Control No. 58000 on transmission cost recovery. ERCOT Steel Mills opposes unweighted 12CP versus 4CP, filing a Reliability and Price Impact Study and offering weighted-12CP or floating seasonal peaks, plus a narrower minimum billing demand (75%, only on incremental new load ≥400 MW, max ten years). Google and Lancium jointly attack “pancaking” of CIAC, non-refundable fees, forfeitable security, 12CP, and a 20-year minimum demand charge, preferring the greater of 75% of contracted peak or actual 12CP for ten years, and seeking clarity on Batch Zero “studied loads.” CenterPoint Energy Houston Electric supports 12CP/30-minute intervals because winter peaks now run about 90% of annual system peak, and it flags undefined “transmission-level customer” language in proposed §25.192 that could blur who pays interconnection costs once companion Project No. 58481 lands. Senate Business and Commerce Chairman Charles Schwertner has urged commissioners to deny two 765 kV applications on process grounds; Sierra Club Lone Star’s Cyrus Reed, after roughly 15 hours of testimony, wants remand or denial and conditions on datacenter permitting rather than bans, noting ERCOT’s Batch Zero read on about 400 GW of large load is sensitive to those lines. ERCOT is still staring at on the order of 474 GW of capacity requests, roughly 90% datacenter-tied.

Bottom line: file on 58000 with a load-and-DR study in hand, and treat Abbott audit packages as a precondition to interconnection capital, not a press release.

Water

UPDATE: Water proof moves upstream of the queue

Abbott’s standards force operators to project consumption, name sources, and detail reuse and cooling tech before PUCT and ERCOT clear grid access, so water binds site selection before the interconnection package lands. Amazon’s GW Ranch initial phase claims no water for power cooling, with later phases aimed at brackish groundwater and possible produced water so the stack doesn’t compete with drinking supplies; cooling specs, makeup volumes, and wastewater handling still aren’t public. SpaceX’s Grimes abatement covers utility infrastructure for water and wastewater, but supply details remain unspecified in the county papers. On a thinner signal, Samsung Heavy Industries and Dallas-based Mousterian have signed an engineering contract for a 50 MW floating datacenter pilot beside a Houston combined-cycle plant, marketing shipyard-parallel construction and a cooling design that drops air-cooled chillers and potable draw; how ERCOT and PUCT score floating assets under the audit’s water-disclosure rules is still undefined. JLL’s midyear pipe still has Texas at 171 projects under construction and 878 in planning. Operators who can’t produce auditable gallons, offsets, and non-potable contracts won’t clear the gate even if megawatts look fine on paper.

Bottom line: put water source, reuse, and cooling tech in the same diligence binder as the generation PPA before you post interconnection security.
