Selene, Horizon Junction, and Hubbard Stack in One Multi-GW Texas Window

Amazon's $2.4B and Galaxy's 900 MW join Hubbard's $15B under Project 58481's expansion-threshold and water-metric gaps. Operators who file before comments close lock cleaner lease-to-build phasing while Massachusetts conditions every campus above 25 MW.

Today's Lead

Amazon, Anthropic, and Galaxy Digital are stacking multi-building and multi-hundred-megawatt Texas campuses in the same filing window. Amazon's Project Horizon Junction in Floyd County is a reported $2.4B seven-building program with four buildings already under construction, Project Eagle in Boling scaled to ten buildings on a reported $3B, Galaxy added Caspian and Selene at roughly 700 MW and 900 MW, and Anthropic is the reported end user at Nexus Data Centers' Hubbard Campus in Hill County with Morgan Stanley exploring about $15B in financing. Dedicated generation and utility agreements are traveling with the land filings; operators who still sequence power after site control will meet a tighter ERCOT study path as committed load concentrates in Hill, Floyd, and Boling counties.

NATIONAL CONTEXT

Massachusetts Gov. Maura Healey signed Executive Order 658 on Sept. 8, conditioning state permits for any facility above 25 MW peak demand on conformance with the state’s June 25 datacenter framework and a community benefits agreement vetted by the Office of Environmental Justice and Equity. Electricity and water rules follow: the Department of Public Utilities must finish large-load rate schedules so ratepayers don’t fund distribution upgrades, utilities get tools to clear speculative queue entries, and MassDEP must write clean-electricity procurement and water-availability protocols, with shortfalls feeding an alternative compliance payment into a Ratepayer Protection Fund.

Rep. Suhas Subramanyam (D-VA-10) introduced a four-bill national package, the Data Center Fair Share Act among them, that would push states toward large-load tariffs making datacenters cover grid and generation upgrades or risk highway-funding loss; Rep. Veronica Escobar (D-TX) is a co-sponsor. Separately, Ohio, Illinois, New Jersey, Washington, and at least six other states have suspended or repealed datacenter sales-tax relief, Ohio Gov. Mike DeWine halted new exemption applications after more than $1.5B in a single year, and New York imposed a one-year statewide hyperscale environmental-permit moratorium in July. Mississippi customers pay roughly $10 monthly for infrastructure tied to Amazon operations per a May Synapse Energy Economics study; Virginia's Joint Legislative and Audit Review Commission projected Dominion bills could rise $14 to $37 monthly by 2040; Arkansas created a 4% utility-bill line item for new power plants. The White House Ratepayer Protection Pledge remains voluntary while those state designs move.

Power

NEW: Self-supply bridges meet contested permits and storage pivots

SpaceXAI’s Colossus load in Whitehaven, Tennessee is fed from Southaven, Mississippi, where 69 temporary gas turbines totaling roughly 1,775 MW were in place by July, more than double the count first disclosed, under a one-year portable-equipment path now in litigation after an NAACP suit and a Department of Justice intervention on the company’s side. Cleanview pegs delay cost at $10 million to $12 million per megawatt per year; Tesla Megapack contracts are flowing to the same class of campuses, including a $295 million SpaceX purchase in Q2 2026, while Ford retools its Glendale, Kentucky battery plant for stationary storage aimed at utilities and datacenters. Georgia’s solar queue, 16 utility-scale projects from eight developers racing a Dec. 31, 2027 in-service tax-credit cliff and a July 4, 2026 construction-start gate, is already drawing county rejections and suits even as Georgia Power plans 10 GW of expansion by 2030.

Bottom line: model private generation and storage with a conventional interconnection path in parallel, or carry the full outage and permit-challenge cost alone.

Water

NEW: Discharge enforcement spreads; disclosure language stays open

City of Cheyenne officials detected Cupriavidus gilardii in 801,000 gallons of wastewater from Meta’s contractor at the $800 million, 960-acre campus and halted acceptance in July pending further tests, a stop Meta is appealing after its own labs found no bacterium. Waterkeeper Alliance counts 55 affiliated groups on datacenter issues, 80 percent focused on wastewater; Virginia citations, West Virginia stormwater floods, a planned Flint Riverkeeper suit against QTS in Fayetteville, Georgia, and Lake Seneca heated-discharge fights show the same enforcement pattern. Creekstone Energy’s 10 GW Delta Gigasite in Millard County, Utah, is patenting “Project Oasis” combustion-vapor recovery aimed at up to 4,000 acre-feet recovered against 200 acre-feet campus use, with University of Utah pilot results due summer 2027; the build is not conditioned on that proof.

Bottom line: lock pretreatment testing contracts and county discharge standards before fill-and-flush, and treat open-ended water disclosure as a filing risk until metrics close.

Politics

NEW: Project 58481 comments turn on thresholds that hit phased campuses

Good Company Associates’ comments on PUCT Project 58481, the large-load interconnection rule under PURA §37.0561, flag three drafting gaps that cut directly into campus sequencing. Section (b)(2) can be read to pull any incremental megawatt at an existing 75+ MW customer into full compliance even though the preamble points to expansions of 75 MW or more; the proposed “end-use customer” definition diverges from ERCOT Batch Zero practice on landlord-versus-tenant control; and section (d)(1)(F)(v)’s “any other related information” water clause leaves utilities free to demand undefined metrics mid-study. Community opposition has stalled or canceled $292 billion in projects from May 2024 through March 2026, $130 billion of that in Q1 2026 alone, while three in five Americans now oppose a nearby facility per the same reporting.

Bottom line: file on 58481 before the comment window closes if you need clean expansion thresholds, aligned customer definitions, and bounded water metrics for lease-to-build phasing.
