Amazon Puts 16,000 GPD and Own Generation on Wharton's Record

Amazon puts 16,000 GPD and own generation on Wharton's Boling $10B record beside Fluidstack's closed-loop $4B Cameron campus. Counties will cite both as PUCT 60084 writes water defaults, and operators who don't file carry that cost to the next plat.

Today's Lead

Amazon is underway on a $10 billion, 13-building AWS campus on nearly 3,000 acres off FM 442 in Boling, Wharton County, with construction already active and a multi-year phased schedule. At a community meeting, Amazon Director of Supply Solutions for the Americas Keith Klein put closed-loop air cooling on the record at roughly 16,000 gallons per day domestic use only, zero cooling-water demand, own generation supply, CenterPoint retail, and ERCOT transmission, with 300 full-time jobs targeted and 150 filled by end of 2027.

That pairing of cooling specificity and self-supplied power is the Texas siting bar other operators now have to clear before counties lock schedules.

NATIONAL CONTEXT

Michigan’s commission faces a Thursday call on DTE Energy’s 1 GW Google contracts in Van Buren Township, the state’s first contested hyperscale rate case after Oracle and OpenAI’s 1.4 GW Saline Township deal moved ex parte. Intervenors are pressing cost allocation, stranded-asset risk, and whether contract language keeps interconnection and generation costs off the rate base as DTE seeks 1.4 GW and 700 MW of gas plants in its IRP.

Illinois Governor JB Pritzker suspended the Data Center Investment Program for two years effective July 1, 2026; New Jersey’s End Data Center Tax Credits Act wiped the remaining $250M under Next New Jersey; Ohio paused new sales-tax exemption applications; Arizona, Georgia, Michigan, and Minnesota advanced bills or repeals that narrow equipment and electricity breaks. Atlas Renewable Energy’s planned 1 GW Paracatu, Brazil campus reached local officials through reporters, not formal engagement, with water allocation already contested in the Cerrado.

For operators choosing sites, these are cautionary cost-allocation and disclosure signals; Texas remains where capital can still move if water, generation, and queue discipline are locked early.

Power

NEW: DSX and private generation reset the MW math

NVIDIA is pushing DSX from compute reference design into full infrastructure, with Trane-Eaton integrated power-and-cooling claims of 15% efficiency, 30% lower install cost, and 80% less copper, plus minority capital into Cloverleaf and a strategic stake tying Lancium’s 15+ GW powered-land book (4 GW already leased) to DSX deployment. MaxLPS pairs higher-temperature liquid cooling with dynamic rack reallocation so operators can run roughly 40% more GPUs inside the same power envelope.

Behind the meter, Chevron’s Energy Forge One and Microsoft hold a 20-year path to a 2.67 GW wellhead gas plant outside Pecos with FID targeted by year-end and power in 2028, while RBC tallies about 38 GW of announced Texas behind-the-meter gas and GW Ranch aims at 7.5 GW by 2031 as Waha posts negative prices on 118 of 131 trading days. Hyperscalers continue long-dated nuclear offtakes (Google-Duane Arnold 615 MW, Microsoft-Three Mile Island 835 MW) and xAI’s 1.2 GW Southaven gas build, with SpaceX tooling turbine blades in Bastrop to cut delivery lag.

Bottom line: useful tokens per secured megawatt, not nameplate racks, now prices queue position and private generation together.

UPDATE: Measurement filings meet closed-loop campuses

Green Recursive Utility Service LLC filed a 62-page supplemental comment on September 10 under PUCT Control No. 60084 Item 77 (GRUS-STD-60084 v2.0), adding definitional sections, facility classification, transport boundaries, and a two-meter water method tied to prior Project No. 59727 and Docket No. 60058 work. EDF flags Texas at 335 operating centers and 248 more in development, with Houston Advanced Research Center estimating about 25 billion gallons used in 2025 and a path toward 161 billion gallons by 2030, while the Texas Water Development Board’s mandatory survey to 341 operators drew only about 100 responses and a joint TWDB-PUC voluntary pass counted 1.3 billion gallons intake across 81 operating sites, nearly 60% in Dallas, Travis, Harris, Collin, and Bexar.

Fluidstack broke ground on a $4B, 1,100-acre Cameron County campus near Rio Hondo using closed-loop single-fill recycle smaller than an Olympic pool, full property taxes, and self-funded power and water under stated alignment with Governor Greg Abbott, PUCT, ERCOT, and county expectations. Amazon’s Boling design removes cooling draw entirely; operators still waiting on aquifer-heavy wet cooling face counties that already have air-cooled and closed-loop comparables on the table.

Bottom line: file water source, volume, and cooling tech into the 60084 record before the commission writes the measurement default without you.

Politics

CONTEXT: Disclosure and incentive math move together

PUCT large-load work is absorbing water-use, source, supplier, and cooling-technology disclosure proposals, while EDF pushes public reporting of replenishment and watershed mitigation beyond utility-only files. State Sen. Charles Perry told a Senate Water, Agriculture, and Rural Affairs hearing there will be no confidentiality on water use for more than 30 million Texans after operators cited confidentiality to skip TWDB surveys, with non-response a misdemeanor enforced only through local DAs.

Governor Greg Abbott’s June 2026 recommendation to repeal Texas data-center sales-tax exemptions keeps incentive risk on the 2027 session calendar as peer states suspend or kill breaks. Fluidstack’s no-abatement posture in Cameron County and Amazon’s pre-answered water and generation package in Wharton set a pay-own-way precedent counties will cite on the next plat.

Bottom line: comment dockets and county hearings now price carrying cost between capacity availability and energization as hard as the interconnection queue.
