Audit Mechanics Shift Carrying Costs Onto Grid-Tied Developers

The directive sent to PUCT Chairman Thomas Gleeson and ERCOT CEO Pablo Vegas lists exact disclosures required before any approval moves forward, and it halts the Batch Zero transmission study with no end date set.
