50 GW of AI Capacity Is About to Face Generator-Level Oversight

Kerwin called for mandatory public notice through TCEQ and PUC, plus an executive working group on water standards and ERCOT interconnection impacts.

Meanwhile in Fort Worth, the City Council faces a March 31 vote on a 50% property tax abatement for Edged Data Centers' 186-acre campus at Veale Ranch. Residents organized March 16 at Benbrook United Methodist Church, with Chapel Creek Neighborhood Association president Gary Hogan questioning whether the grid can absorb additional load. The site already cleared rezoning; the fight now is whether tax incentives should sweeten a project the community didn't want.

Both stories carry the same signal: developers who fail to front-load community engagement hand political ammunition to opponents. Kerwin framed her request as pro-competition ("Texas must remain competitive... especially as we compete with China"), not anti-development. Smart developers will treat her letter as a roadmap for voluntary transparency, not a threat. Bottom line: operators who proactively disclose water plans and fund community benefit agreements will move faster than those who wait for mandates.

Nscale acquired the 2,380-acre Monarch Compute Campus in Mason County, West Virginia, closing an MOU with Microsoft for 1.35 GW of dedicated AI capacity running Nvidia Vera Rubin NVL72 GPUs. The campus targets 8 GW total generation via microgrid, anchored by a 2 GW fast-response natural gas plant with Caterpillar turbines delivering between September 2026 and August 2027.

West Virginia's House Bill 2014 created the regulatory framework enabling microgrid districts with accelerated permitting. That's the competitive play: purpose-built regulatory structures attract capital. Texas developers should note that behind-the-meter generation at this scale sidesteps grid congestion entirely. The execution risk is real, though. Caterpillar delivery timelines in a tight turbine market and the gap between 1.35 GW of confirmed Microsoft demand and 8 GW of design capacity raise questions about speculative overbuilding.

Nvidia's Vera Rubin Signals an Inference Infrastructure Wave

Jensen Huang's GTC 2026 keynote doubled Nvidia's revenue target to $1 trillion by 2027 and unveiled Vera Rubin, a five-rack integrated system marking the first deployment of Groq inference accelerators inside an Nvidia platform. The message: inference is eating training. Huang cited a 10,000x jump in computing demand over two years.

For datacenter operators, the shift from training to inference changes the power and cooling calculus. Inference runs hotter, denser, and more continuously than batch training. Heterogeneous architectures (GPUs plus Groq LPUs plus CPUs) complicate rack-level thermal design and push liquid cooling requirements higher. Per-MW construction costs are already climbing $1.5M to $2M for liquid cooling upgrades. Bottom line: operators designing new capacity should plan for inference-dominant thermal profiles, not training-era assumptions.

Moratorium Movement Spreads from Massachusetts to the Midwest

Lowell, Massachusetts passed a 10-0 city council vote for a one-year datacenter construction moratorium, the state's first. Markley's 350,000-square-foot facility, which required National Grid to upgrade 199 utility poles, became the flashpoint after the operator sought to store an additional ~100,000 gallons of diesel backup fuel. In South Dakota, a bill requiring permits for datacenters within one mile of municipal borders failed February 12, leaving developers in legal limbo. North Carolina lacks even a statewide inventory of operating or proposed facilities.

The pattern is consistent: communities without clear permitting frameworks default to moratoriums or ad hoc resistance. Developers entering these markets face timeline risk that's entirely avoidable with upfront community engagement and benefit-sharing models. Could this wave reach Texas? Rep. Kerwin's letter suggests the ingredients are present in rural districts. Bottom line: the moratorium trend is a site-selection input, not just a political story.
