El Paso Gets a Gigawatt, and One Congresswoman Has Questions About the Gas

Meta's $10 billion El Paso expansion, anchored by a $500 million gas plant Meta is funding itself, is already drawing a congressional letter from Rep. Veronica Escobar demanding answers on energy sourcing and community impact. The gap between Meta's 5,000-plus MW statewide renewable portfolio and zero El Paso-specific renewable commitments is the opening argument regulators and opponents will exploit first.

Meta's $10 billion El Paso data center expansion is the day's biggest story, sixfolding the original $1.5 billion commitment to build an 11-building, 1-gigawatt complex across 1,000 acres in Northeast El Paso. El Paso Electric will construct a $500 million, 366-megawatt natural gas plant next door, paid entirely by Meta, to serve initial load. But a political fissure is already opening: U.S. Rep. Veronica Escobar sent Meta a letter demanding transparency on energy sourcing, water use, and community impact, pointing out the tension between Meta's public renewable commitments and a gas-fired anchor plant.

The project will generate 300 permanent jobs and 4,000+ peak construction positions. Meta says it holds renewable energy contracts covering more than 5,000 megawatts statewide but provided no El Paso-specific renewable timeline. Developers watching West Texas should note: the PUC of Texas filing stipulates the gas plant serves only Meta for its first five years, a structure that insulates ratepayers but invites scrutiny on the renewable transition path.

Power

Ratepayer protection becomes national consensus, and Texas is ahead of the curve.

The White House Ratepayer Protection Pledge, signed March 4 by Amazon, Google, Meta, Microsoft, OpenAI, Oracle, and xAI, formalizes what Texas already started with Senate Bill 6: hyperscalers fund their own generation and transmission upgrades. Meta's El Paso gas plant is proof of concept. Alexandra Desseyn of DCByte warns absorbed costs will make developers pickier about sites, potentially slowing projects in constrained regions. Vistra is positioning on the supply side, locking down PPAs with Meta (2,600+ MW of nuclear) and Amazon while fighting at FERC for faster PJM co-location rules, with Zacks projecting 65.59% earnings growth in 2026.

Meanwhile, a Tierra Climate pilot in Texas demonstrated 100 MW/200 MWh of battery storage can avoid 1,444 metric tons of CO2 in 90 days through emissions-aware dispatch, a model hyperscalers are funding via tolling agreements. MIT researchers and Malta, Inc. are advancing molten salt thermal storage retrofits at decommissioned coal plants, leveraging existing grid connections. The risk for developers: ERCOT's ability to process massive interconnection requests at the pace hyperscalers demand remains the binding constraint. Delays compound during peak demand periods.

Politics

Community opposition is nationalizing, and Texas isn't immune.

Five states surfaced community resistance stories today. In Fort Worth, the 2871 Community Coalition is pressing Edged Data Centers for water, noise, and environmental disclosures before a March 31 City Council tax abatement vote. In Hood County, Republican commissioners postponed action on MARA Holdings data center proposals, citing doubts about the boom's permanence. New Jersey passed three bills requiring water and energy reporting, clean energy sourcing, and protective rate structures. Ohio activists are pursuing a constitutional amendment banning facilities over 25 MW. A Clinton County judge blocked Amazon's Wilmington site plans after a resident lawsuit.

The Trump administration's AI executive order adds complexity. It targets state regulatory "barriers" through a DOJ AI Litigation Task Force and threatens to withhold federal funding from non-compliant states. Texas passed five AI laws last year, but none address eminent domain, water protection, or local cost-sharing. The risk is a two-front squeeze: federal preemption pressure from above and organized county-level resistance from below. Developers who bring transparent benefit-sharing frameworks, quantified water plans, and proactive community engagement will navigate this far better than those relying on speed or political access alone.

Water

Cooling technology choices now drive site viability.

Meta's El Paso facility uses closed-loop liquid cooling that recycles water, projecting consumption comparable to a regional golf course. That's a lesson learned from Meta's 2018 Georgia facility, where water scarcity erupted post-groundbreaking. Nevada moved further: Southern Nevada banned new evaporative cooling for commercial developments in 2024 to protect Lake Mead. Google's Henderson complex alone consumed 352 million gallons last year. George Mason University researchers published the first peer-reviewed study linking data center water consumption to public health risks, giving regulators academic justification for stricter water permitting.

The tradeoff is real. Closed-loop and air-cooled systems reduce freshwater draw but increase electricity consumption. In water-scarce regions like West Texas and Southern Nevada, that swap may be worth it, but developers must model both sides. Fort Worth's 2871 Community Coalition is demanding water use disclosure before approving Edged Data Centers' tax abatement. The risk: developers who don't voluntarily disclose and mitigate water impact will face mandatory frameworks modeled on Nevada's ban or New Jersey's new reporting requirements.
