Behind-the-Meter Gas: 56 GW of Proof the Grid Isn't the Plan

Grid interconnection queues locked through 2030 have pushed 56 GW of behind-the-meter gas capacity into development, with 90% announced in 2025 alone, and deals from Wärtsilä, PROENERGY, and INNIO confirm this is no longer a workaround strategy. Developers who control gas supply, land, and permitting pathways are already building; the ones still waiting on ERCOT study queues are watching their windows close.

Wärtsilä booked 412 MW for an Ohio hyperscale facility, PROENERGY signed 650 MW with Crusoe Energy, and INNIO/Rehlko expanded their framework to 1.25 GW over three years. Cleanview has identified 46 U.S. data center projects representing 56 GW of behind-the-meter capacity, 90% announced in 2025 alone. EPRI now projects data centers could consume 9% to 17% of U.S. electricity by 2030, up from 4% to 5% today.

The grid bypass isn't a workaround. It's the new baseline. Developers with natural gas supply access, land, and permitting pathways for on-site generation will outpace those waiting on interconnection timelines that stretch years. Watch for regional natural gas constraints to emerge as the next binding variable.

Blue Owl's $7 billion fund signals capital is structured for the build cycle, not individual projects

Blue Owl Capital closed Digital Infrastructure Fund III at $7 billion, nearly doubling its $4 billion target, after acquiring IPI Partners for $11 billion in assets under management. The platform now finances multi-phase campus programs rather than single buildings. The Abilene, Texas campus with Crusoe Energy and Primary Digital Infrastructure exemplifies the model: eight planned buildings on a 1.2-gigawatt site, construction started March 2025, initial energization expected mid-2026, with each building supporting up to 50,000 NVIDIA GPUs.

Separately, Concord New Energy secured ERCOT approval for 1 GW of grid interconnection capacity, colocating with an existing utility-scale solar and battery storage facility in Texas. The approval clears a major hurdle, but Concord has not disclosed location, construction timeline, or customer commitments. Both stories point the same direction: Texas remains the critical staging ground, and ERCOT access is tightening. Developers without balance-sheet depth or existing infrastructure to leverage face longer study timelines and higher scrutiny.

Maine moratorium sets precedent as $64 billion in projects face opposition nationwide

Maine's legislature passed the first statewide moratorium on data centers consuming more than 20 megawatts, freezing approvals until October 2027. The House voted 79-62, the Senate 21-13. Gov. Janet Mills hasn't committed to signing. The bill creates a state council to study grid reliability, electricity rates, and environmental impact before new approvals. At least 11 other states are considering similar restrictions.

The pattern extends well beyond Maine. Data Center Watch reports more than $64 billion in projects blocked or delayed nationally. In Genesee County, New York, Stream Data Centers' $19 billion Project Double Reed hit organized opposition at a packed public hearing, with residents attacking water estimates and raising Seneca Nation proximity concerns. In Oakley, California, a councilwoman wants a 45-day moratorium made permanent. Naperville, Illinois voted down a union-backed project after 50 residents spoke against it. Opposition is bipartisan: Republicans question tax incentives and grid strain, Democrats focus on resource consumption. Developers who treat community engagement as optional are losing projects. Those documenting water management, power procurement, and visible benefit-sharing before filing permits are the ones that will navigate this environment.

Rural co-ops and regulated utilities grapple with who bears the cost of AI load growth

NRECA CEO Jim Matheson warned that 900 rural co-ops serving 42 million people face a convergence of surging data center demand, supply chain inflation, and federal policy forcing premature retirement of dispatchable generation. Co-ops are not-for-profit: every cost increase flows directly to member bills, and they serve 92% of U.S. persistent poverty counties. Two co-ops have signed PPAs for full output of a restarted Michigan nuclear plant. Matheson is skeptical of small modular reactor timelines and dismisses four-hour batteries as baseload replacement.

Georgia Power's new Customer-Identified Resource program, unanimously approved by the Georgia Public Service Commission, lets data centers finance their own renewable projects on the grid, shifting capital risk from ratepayers to large customers. The structural risk: Georgia Power isn't required to reduce its planned gas buildout based on CIR commitments, potentially layering unnecessary capacity costs onto residential bills. The upcoming integrated resource plan will be the real test. Developers in regulated utility territories should engage these proceedings early. Ratepayer backlash is the political accelerant behind moratoriums.

NextEra Energy Transmission MidAtlantic is pursuing eminent domain in Pennsylvania for a 107-mile, 500 kV transmission line to move power from West Virginia and southwestern Pennsylvania coal and gas plants to Virginia data centers. PJM awarded the project to address west-to-east power flow constraints. Residents in Greene and Fayette counties are organizing against the threat of property seizure. NextEra projects $33 million in economic output and 150 construction jobs but acknowledges zero permanent positions after build-out. The Pennsylvania PUC holds a prehearing conference May 6. The opposition argument is potent: costs concentrate locally, benefits flow to out-of-state data centers. Developers relying on transmission buildouts should anticipate eminent domain friction as a recurring obstacle that adds years and political risk to project timelines.
