Self-Supply Developers Set Their Own Clock. The Rest Wait 128 Weeks.

ERCOT's 410 GW interconnection queue is real even if the 367,790 MW forecast is inflated, and the 128-week transformer lead time means grid-dependent projects are building on a clock they don't own. Lancium's Abilene campus and Beacon's Dove Creek plans show where the smart capital is going: self-supplied gas, closed-loop cooling, and developers who can answer the water question before the community meeting starts.

ERCOT filed a preliminary 2032 peak demand forecast of 367,790 megawatts with the Public Utility Commission of Texas this week, more than four times the August 2023 record of 85,508 MW. Both ERCOT and the PUCT immediately flagged the number as inflated and committed to a revised methodology, with President and CEO Pablo Vegas acknowledging the forecast runs "higher than expected future load growth."

The signal underneath the noise is what matters: ERCOT is tracking roughly 410 GW of large-load interconnection requests, 87 percent tied to data centers. The forecast is junk data. The demand wave is real.

Power

The grid bypass is structural, not tactical.

Lancium's Stargate campus in Abilene is fully financed with Oracle on 15 years and Microsoft on 20, with on-site natural gas backup decoupling the facility from grid-only dependency. Beacon Data Centers told Dove Creek residents it intends to avoid ERCOT entirely and self-supply via natural gas. Ars Technica's satellite analysis, cross-checked against IIR Energy permit data, found nearly 40 percent of 2026 US data center projects are running late, with tech companies rolling in mobile gas generators and refurbished aircraft engines to compensate.

The constraint underneath is transformer supply. PJM's December 2025 capacity auction cleared at the $333.44/MW-day administrative ceiling after missing its reliability requirement by 6,623 MW, and the 128-week lead time on specialized transformers can't be solved with capex. Risk: developers banking on grid interconnection without a self-supply pathway are building on a timeline they don't control.

Politics

Maine draws the line, twelve states line up behind it.

Maine's legislature passed an 18-month moratorium on data centers above 20 MW on April 14, with Governor Janet Mills holding signature or veto until April 29. The carve-out matters: LiquidCool Solutions' Loring Air Force Base project sits below the threshold and proceeds. Pennsylvania's House passed two bills, one creating a voluntary model ordinance and one requiring annual water and electricity disclosure with $10,000/day non-compliance penalties, though both face a skeptical Republican Senate. Mother Jones reports twelve additional states are considering similar measures.

Texas is the counterpoint. Good Jobs First identifies Texas, Georgia, and Virginia as transparent on abatement costs, each reporting over $1 billion in annual data center tax revenue losses, while 14 states skirt GASB Statement 77 disclosure requirements. Risk: developers operating through shell LLCs and NDAs in nondisclosing states hand opponents the narrative. The ones publishing water usage, power procurement, and community benefit terms get to write the rules.

Water

Central Texas projects move while Dove Creek stalls on specifics.

Freebird Data Centers topped out Phase 1 of its $470 million Burlington facility in Milam County this week, on track for October completion, with 700 jobs and $13.5 million in pilot payments committed. County Judge Bill Whitmire frames tax abatement as the leverage that forces closed-loop cooling commitments. Switch breaks ground this summer on a $20 million facility in Round Rock.

Contrast Dove Creek: Beacon Data Centers couldn't specify end-use, water draw, or energy consumption at its Tom Green County community meeting, proposing mesquite eradication and dam construction as water offsets. Precinct 4 Commissioner Shawn Nanny called the meeting "an uprising." Risk: vagueness at the feasibility stage reads as either unprepared or evasive, and the San Angelo city council is now scheduling a special meeting. Developers who walk in with gallons-per-MWh metrics and closed-loop commitments close deals. The ones who don't hand opponents months of organizing time.
