Out of state, Festus, Missouri residents ousted half their city council, and Arizona Governor Katie Hobbs signed a three-year moratorium on data center tax incentives.
Missouri's HB 3362 and 3364 died May 15, and voters in Festus, Independence, and St. Charles have already recalled or ejected pro-development council members.
Residents filed a referendum application within days; if certified, 5,000-plus signatures could void the negotiated consent agreement rather than the project itself. Festus, Missouri voted out incumbents over a $6 billion project.
